lbw Mayor Siegel expressed his hope that the members of the Council can work together, <br /> and that although there may be disagreements over policy a better job can be done if <br /> discipline is maintained to respect each others' points of view. Mayor Siegel <br /> mentioned that when he and Bob Johnson were elected they had agreed to always <br /> shake hands before each meeting, and it was his hope the entire Council could now do <br /> the same. <br /> 5. APPROVAL OF FINAL MAP, LANDS OF FINN: <br /> Mayor Siegel declared a potential conflict of interest because the Finn property is <br /> adjacent to his. He turned the meeting over to Mayor Pro Tem Hubbard. <br /> Councilmember Casey asked if agreement had been reached between staff and <br /> applicant. She commended staff for reaching a solution agreeable to everybody. <br /> Bill Ekern referred to the updated staff report, dated June 25, 1990, and indicated that <br /> the preferable approach to handling the incremental storm water runoff was to use <br /> surface ditches and standard underground pipes to take the water east along Prospect, <br /> south along Stonebrook, and then allow it to flow into Hale Creek. In this way, the <br /> applicant is able to save money, does not need to form a homeowners' association, <br /> and does not need to acquire downslope easements. The residents of the Town gain <br /> by using the stormwater for beneficial purposes without increasing liability. Mr. <br /> Ekern indicated that several details still need to be worked out but that, if the Council <br /> approved the proposed concept, the final map could be approved this evening. <br /> Stephen Finn, 24880 Prospect, applicant, indicated his agreement with the proposed <br /> solution and thanked Council and staff for their support. <br /> MOTION SECONDED AND CARRIED: Moved by Casey, seconded by Johnson, and <br /> passed by the following roll call vote to accept recommendations of staff on Lands of <br /> Finn. frs.: #Sy- y. <br /> 'AL yr.L—.. <br /> AYES: Mayor Pro Tern Hubbard and Councilmembers Casey, Johnson and <br /> Tryon <br /> ABSTAIN: Mayor Siegel <br /> 6.
