CALL TO ORDER,ROLL CALL, AND PLEDGE OF ALLEGIANCE <br /> Mayor Siegel called the Special Meeting of the City Council to order at 6:00 <br /> p.m. in the Council Chambers at Town Hall. <br /> Present: Mayor Siegel, Mayor Pro Tern Hubbard, and Councilmembers <br /> Casey, Johnson, and Tryon. <br /> Absent: None <br /> Staff: City Manager/Acting City Clerk Thomas Frutchey; City Attorney <br /> Sandy Sloan; Director of Public Works Bill Ekern; Planning <br /> Director Ann Jamison; <br /> Press: None <br /> 2. NEW BUSINESS <br /> 2.1 Consideration of Policies Relating to Requests for Subdivisions <br /> Variances, and Permits in the Town's Urban Service Area or <br /> Sphere of Influence <br /> Planning Director Jamison presented an overview of the Town's <br /> incorporated area, urban service area, and sphere of influence. She <br /> indicated that these three distinct concepts were important in <br /> determining both a general approach for how the Town addresses <br /> growth within these areas and the Town's position on the proposed <br /> Quarry Hills subdivision and smaller applications such as the two <br /> County referrals on the Council's agenda at the regular meeting later in <br /> the evening. <br /> Mr. Peter McSweeney, President of the San Antonio Hills <br /> Homeowners Association, indicated that they were currently working <br /> with the County and the City of Los Altos to formulate additional <br /> regulations in the form of an overlay district to control development <br /> in the San Antonio Hills Area East of Highway 280.
