CALL TO ORDER <br /> Mayor Siegel called the Regular Meeting of the City Council to order at <br /> 5:45 p.m. at Town Hall. <br /> Present: Mayor Siegel,Mayor Pro Tern Hubbard, and <br /> Councilmembers Casey,Johnson, and Tryon <br /> Absent None <br /> Staff: City Manager Thomas Fnitchey; City Attorney Sandy Sloan; <br /> Director of Public Works Bill Ekern; Planning Director Ann <br /> Jamison <br /> Press: None <br /> 2. CLOSED SESSION RE: <br /> 2.1 Personnel—Government Code Section 54957.6 <br /> 3. DISCUSSION OF SITE DEVELOPMENT ORDNANCE <br /> Several issues were discussed; consensus was achieved on some of the <br /> issues. <br /> Allowable development (MDA and MFA). For a lot with a 1-acre LUF, <br /> our current ordinances allow a maximum of 6,000 square feet of <br /> development area and 4,000 square feet of floor area. Consensus was <br /> reached that the Town has the discretionary ability to select allowable <br /> levels of development and floor areas that are lower (down to 4,000 <br /> square feet of floor area and 5,000 square feet of development area for <br /> lots iwth a Lot Unit Factor greater than .50), as long as they are based on <br /> certain stated factors. These factors need not be formal findings, but <br /> must have a supportable rationale. It was noted that one advantage of <br /> the site analysis process is that applicants would not have to anticipate <br /> • what discretion might be exercised. It was also noted that the key issue <br /> ( is how to exercise the discretion and how to communicate it, in <br /> �r advance, to applicants. <br />
