CALL TO ORDER AND ROLL CALL <br /> Mayor Siegel called the Adjourned Regular Meeting of the City Council to <br /> order at 6:05 p.m. in the Council Chambers at Town Hall. <br /> Present: Mayor Siegel and Councilmembers Casey, Hubbard, Johnson, <br /> and Tryon. <br /> Absent: None <br /> C Staff: City Manager Thomas Frutchey; Director of Public Works Bill <br /> Ekern; Planning Director Ann Jamison; and City Clerk Pat Dowd <br /> Press: None <br /> 2. CONTINUATION OF DISCUSSION REGARDING: DEVELOPMENT <br /> REVIEW AND APPEAL PROCESS <br /> Tryon reported on the sub-committee she and Sid Hubbard served <br /> on to review the site analysis process. Several issues were addressed <br /> such as: the preparation of a handout; should site analysis be <br /> mandatory or should there be a waiver option; should the $100 site <br /> analysis fee be credited to the site development permit costs; should <br /> site analysis be done at the staff level. It was pointed out that at site <br /> analysis the applicant could learn about the issues and then could go <br /> to the Planning Commission for a preliminary review if they so <br /> wished. Site Analysis could be a positive experience and could <br /> provide an early warning system for the applicant regarding possible <br /> problems with the project. <br /> Casey stated that she thought the Planning Commission and perhaps <br /> even the Council should be involved in the site analysis process. She <br /> IOW also suggested a study session be held including those who had gone <br /> November 7, 1990 <br /> 1 <br />
