The proposed budget included, in part, <br /> the following actions: to ensure fees and charges match costs; to <br /> IOW restrict operations to 80% of revenues; to end general fund subsidies <br /> of others; to retain unrestricted reserves; and to finance whenever <br /> appropriate. <br /> Council discussed various aspects of the budget including the <br /> following: 1) amounts budgeted for the playing fields , General Plan <br /> Consultant, pathways , parks and open space; 2) charges to applicants <br /> for services; and 3) drainage and road repair. For their additional <br /> reference, Council asked for a list of the carry over projects and a <br /> list of the salary steps . <br /> Phil Dauber and Lew Throop, members of the Finance Committee, stated <br /> their committee had reviewed the draft budget . They thought the budget <br /> was very well done and had+ no additional comments on it. <br /> It was noted a public hearing would be held on the adoption of the <br /> Town Budget for 1989-90 at the June 21 , 1989 City Council Meeting. <br /> Prior to that time, comments and changes to the draft budget would be <br /> made for Council ' s review. <br /> Council thanked the City Manager for his excellent presentation on the <br /> budget. <br /> C.
