E. PUBLIC HEARINGS: (continued) : <br /> Wendell Roscoe, architect, commented that he had worked on many houses <br /> in the Town and this was the first time he had had a project turned <br /> down. He presented a rendering of the proposed house and also <br /> commented that he felt there had been a lack of cooperation on the <br /> part on the Planning Commission in the review of his proposal . <br /> Commissioner Patmore reported that the problems with the project <br /> included the driveway, the high visibility of the lot and the use of <br /> all the allowed maximum development area for the lot. <br /> Council discussed the driveway, the retaining walls , the visual impact <br /> of the lot, the landscaping plans and the use of all of the maximum <br /> development area. Council also noted that there were many unclear <br /> areas on the plans and many of their questions were left unanswered by <br /> the incompleteness of the plans . <br /> MOTION SECONDED AND CARRIED: Moved by Dronkert, seconded by Plummer <br /> and passed by the following roll call vote to continue the public <br /> hearing on Lands of Eyvazov to the next Council Meeting pending <br /> receipt of additional information on such items as drainage, driveway <br /> and height changes and submittal of accurate plans from the applicant. <br /> AYES: Mayor Tryon and Councilmembers Dronkert and Plummer <br /> NOES: Councilmember van Tamelen <br /> ABSENT: Mayor Pro Tem Siegel <br /> 2 . Resolution # approving and adopting an amended Housing Element <br /> and amending the General Plan for said Town and approval of the <br /> negative declaration for said project <br /> Council had before them the 1/27/88 staff report prepared by the <br /> Planning Consultant which included the recommendation that a negative <br /> declaration be adopted and the Housing Element be adopted as revised. <br /> The City Attorney reiterated that the draft Housing Element had been <br /> sent to the State Department of Housing and Community Development for <br /> their comments. Those comments had been received and reviewed. <br /> Council was now in a position to consider adoption of the Housing <br /> Element. <br /> Mr . Joseph Parise, Elena Road, inquired about senior housing, low-cost <br /> housing, secondary dwellings and commented on goal eight which <br /> addressed the preservation and improvement of neighborhood quality. <br /> Mr . Stephen Gaither, 26220 Moody Road, asked if the Housing Element <br /> were now up for adoption would the General Plan Steering Committee <br /> have the opportunity to comment on it. The Planning Consultant noted <br /> that during the discussions by the committee of the various elements <br /> of the General Plan, there would be opportunity to comment. <br /> 3- 2/3/88 <br />
