Town Newsletter/Proposition 73 - Urgency Item <br /> MOTION SECONDED AND CARRIED: Moved by Johnson, seconded by Casey and <br /> passed unanimously to add consideration of mailing of Town Newsletter <br /> in view of the passing of Proposition 73 as an urgency item to the <br /> agenda. <br /> The City Attorney reported that as a result of the passing of <br /> Proposition 73 City mailings were affected. The Fair Political <br /> Practices Commission had issued a statement that in their opinion any <br /> mailings including any reference to an elected official were affected <br /> by Proposition 73 . The City Attorney further noted that he felt if the <br /> mailing of the newsletter was paid for privately, it would be <br /> permissible to send it. While this section of Proposition 73 was <br /> effective immediately, interpretations of what it actually meant were <br /> being discussed. <br /> Fran Stevenson, 26989 Beaver Lane, asked if a notice could be put in <br /> the local newspapers explaining the status of the Town' s newsletter. <br /> Tryon noted that members of the press were present and they may want <br /> to include such information in their papers. <br /> Judy Carico, 25311 O' Keefe, inquired what the cost would be to mail <br /> the newsletter and was told it was approximately $250 . <br /> PASSED BY CONSENSUS: Council agreed to mail the newsletter if private <br /> funds were received to cover the cost of the mailing. <br /> I . Reports from Ad Hoc Committees: <br /> a) Zoning Subcommittee Meeting on Zoning Ordinance Definition <br /> of Development Area <br /> Council had before them the 6/9/88 Planning Director' s report on this <br /> subject. Siegel commented on the complexity of the proposed changes <br /> and van Tamelen emphasized the importance of drainage.
