CITY COUNCIL <br /> TOWN OF LOS ALTOS HILLS <br /> 26379 Fremont Road <br /> Los Altos Hills, California <br /> MINUTES OF AN ADJOURNED REGULAR MEETING <br /> JOINT MEETING OF THE CITY COUNCIL AND THE PLANNING COMMISSION <br /> Tuesday, January 13, 1987 <br /> Mayor van Tamelen called the Adjourned Regular Meeting of the City <br /> Council to order at 7:40 p.m. in the Council Chambers at Town Hall . <br /> All Councilmembers and Planning Commissioners were present. In addi- <br /> tion, the City Manager, City Attorney, Town Planner, representative <br /> from Martin Carpenter Associates and City Clerk were present. <br /> PLANNING COMMISSION WORK PROGRAM - PRIORITIES: <br /> The Council and Commission discussed the Town Planner ' s staff report <br /> dated 1/5/87 covering the staff' s recommendations on the Planning Com- <br /> ission ' s work program. <br /> PASSED BY CONSENSUS: To adopt the Planning Commission Work Program <br /> recommended by the staff in the 1/5/87 report with certain changes <br /> discussed by the Council and Commission. The detailed report is on <br /> file at Town Hall ; however, the following is a summary of the program: <br /> First Year: 1) Ordinance Revisions including vesting tentative map or- <br /> dinance, subdivision ordinance time lines, large estate planning (10+ <br /> acres) , lot line adjustment ordinance and variance and use permit or- <br /> dinance and 2) General Plan Updates. Second Year: 1) Ordinance Amend- <br /> ments including Matadero Creek Subdivision/Zoning, Retaining Wall Or- <br /> dinance, Riparian Ordinance and Noise Ordinance, 2) Urban Service Area <br /> and Sphere of Influence Analysis and 3) Update on the Land Use, Cir- <br /> culation, Pathways and Scenic Highways Elements of the General Plan. <br /> CONFLICT OF INTEREST: <br /> A general discussion was held on the subject of conflict of interest <br /> and the City Attorney gave a brief outline of financial and/or con- <br /> tractual interests in a property which provide a basis for conflict of <br /> interest. One aspect that was discussed was adopting a policy whereby <br /> a member of the Council or Commission could not vote on a property <br /> that was within 300 ' of their own. This distance was used as it is the <br /> basis for notifying property owners now at the Site Development stage, <br /> etc. It was agreed that the issue of conflict of interest would be <br /> placed on a future Council agenda. <br /> 7 <br />
