L <br /> CITY COUNCIL <br /> TOWN OF LOS ALTOS HILLS <br /> 26379 Fremont Road <br /> Los Altos Hills , California <br /> MINUTES OF AN ADJOURNED REGULAR MEETING <br /> Thursday, July 16 , 1987 <br /> Reel 186, Tr. II, Side, II , 528-end, Reel 187 , Tr. I , Side I 001- 175. <br /> Mayor Tryon called the Adjourned Regular Meeting to order at 3 : 15 p.m. <br /> in the Council Chambers at Town Hall . All Councilmembers were present <br /> as were the City Manager, City Attorney and City Clerk. <br /> POLICE PROTECTION STUDY SESSION: <br /> Council discussed the City Manager' s report dated 7/10/87 which <br /> included the following recommendations : 1) Direct the City Manager to <br /> begin meetings with Los Altos City staff to review the Los Altos <br /> ` proposal with the intention of completing a ' package ' of Los Altos <br /> Police protection for Council consideration. 2) Direct the City <br /> Manager to prepare for Council consideration a report defining and <br /> discussing key issues in Police Services negotiations with Los Altos. <br /> and 3) Review and discuss potential ballot issues regarding Los Altos <br /> Police protection for Los Altos Hills. <br /> Council reviewed several aspects of the police protection issue. <br /> Specifically, they discussed the options of changing to the Los Altos <br /> Police Department for police services or an enhanced contract with the <br /> Sheriff ' s Department. While it was noted that the financial <br /> projections for the cost of contracting with the County showed <br /> increased costs for the future, the question was raised as to whether <br /> it would be better to delay a review and decision on the possibility <br /> of changing police services until a later time when the financial <br /> picture was clearer. The option of a tax increase was discussed as was <br /> serious scrutiny of the Town' s budget. The necessity to go to a vote <br /> of the people concerning the Los Altos Police Services Proposal was <br /> reviewed. Council stated that they felt this serious issue would <br /> require urratrsmeds* support on their part and would require an enormous *full <br /> amount of support and work. *(AMFSIDID BY CDUNCIL 8/19/87) <br /> Bob Stutz , 25310 Elena, commented that these conversations go on every <br /> year concerning the contract with the Sheriff ' s Department. Mr . Stutz <br /> stated that he felt there was no control over what the Sheriff ' s <br /> Department did or did not do and he suggested that with the Los Altos <br /> { Police Department there could be the possibility of a Police <br /> �I Commission. <br />
