PASSED BY CONSENSUS: To agendize for a future Council meeting <br />discussion of the maximum development allowed (MDA) for the <br />Matadero Creek Subdivision. <br />LANDS OF NG, 13638 Golden Hill Court, request <br />for a special land use permit for a new residence <br />having a height in excess of fifteen feet <br />The Planning Consultant referred to her 7/31/86 staff report <br />which included the Site Development Committee's recommendation <br />that a special land use permit be approved based on the project's <br />conformance with the guidelines for Ordinance #300. <br />Mr. James Downey, 26000 Newbridge, presented a letter to the <br />Council which included his concerns about this project. Mr. <br />Downey noted that he lived below the Ng's property and he did not <br />feel that this project was in keeping with the rural quality of <br />the Hills. The huge houses being built in the Town were <br />aesthetically displeasing and impacted on the rights of the <br />existing property owners. <br />-4- <br />Mr. Ng, applicant, commented on the proposed drainage for the <br />project. He noted that fire retardant roofing would be used, the <br />oak trees would be protected, an earthtone would be the color of <br />the house and high leafy plants were planned as part of the <br />landscaping. <br />Council explained to Mr. Downey the special land use permit <br />process, how long it had been in effect, and why the Council <br />thought it important to review all projects over a certain <br />height. Tryon asked if the mailing of notices for hillside <br />projects could be expanded beyond the required 300 feet. Dronkert <br />asked that everyone be notified, especially the neighbors Mr. <br />Downey and Mr. Johnson who wrote letters, at the time of the Site <br />Development Meeting on landscaping of the Ng project. <br />PASSED BY CONSENSUS: To agendize a report on the mailing <br />procedure of notices for projects with a recommendation from <br />staff on the feasibility of expanding the area of notification. <br />The City Manager noted this report would be forthcoming at the <br />first meeting in September. <br />MOTION SECONDED AND CARRIED: Moved by Dronkert, seconded by Tryon <br />and passed unanimously to grant a special land use permit for the <br />Lands of Ng based on the project's conformance with the <br />guidelines for Ordinance #300 and to request staff to send Mr. <br />Downey and Mr. Johnson copies of the staff report and Site <br />Development conditions on this project. <br />F. OLD BUSINESS: <br />1. Ordinance # amending Section 4-1.05 and 4-1.06 <br />Chapter 1 entitled 'Emergency Services' of Title <br />4 of the Los Altos Hills Muncipal Code <br />designating the City Manager as Director of <br />Emergency Services <br />-4- <br />
