In conclusion, Mr. Carter stated he was using his prop- <br />erty for agricultural purposes and he would like to see farm <br />equipment excluded from the ordinance. Mr. Paul Borg, 13452 <br />Carillo Lane and Mr. Al Janklow, 13464 Carillo Lane, each compli- <br />mented the Town on the proposed ordinance and noted they sup- <br />ported it. Dr. Rubin, 25800 Vinedo Lane, commented that the fol- <br />lowing terms were not clearly defined: 'view or visible', <br />'unsightly' and 'unused'. Sherri Emling, 11853 Murietta, noted <br />her support of the ordinance and also commented that she sup- <br />ported having the residents pay for the charges involved in abat- <br />ing the nuisance. Marc Kaufman, 14100 Donelson, asked what would <br />happen if a resident happened to be away for 2-3 months and com- <br />plaints were received concerning his property. Mr. John Het- <br />tinger, 12372 Priscilla, suggested the ordinance cover all <br />vehicles, not just recreational ones. Mr. Paul Smith, attorney <br />representing Mr. John Gilfoil, suggested that this ordinance <br />should more appropriately be in the zoning part of the code rath- <br />er than the health and safety section. He further commented that, <br />in his opinion, several sections of the proposed ordinance were <br />vague (who has responsibility to determine screening? <br />'unreasonable period of time'?) <br />The City Attorney noted that the ordinance provided for a notice <br />g and hearing process. It would be necessary for someone to file a <br />complaint to start the process and to prove that it was a <br />nuisance. The purpose of the ordinance was to allow the Town to <br />abate the nuisance, if determined to be necessary after the ad- <br />ministrative and public hearing steps had been taken. <br />Dronkert noted that people should be courteous and the fact that <br />they weren't is why the ordinance was being considered at all. <br />Tryon commented that administrative policies will be developed, <br />the Council can determine a policy statement and guidelines and <br />the ordinance can be amended at a later date, if necessary. <br />PASSED BY CONSENSUS: To support the second reading of the or- <br />dinance at the next Council meeting. <br />C.
