CITY COUNCIL. MEETING - March 6, 1985 <br />F. UNFM SBED BUSINESS: Item 4 (continued): <br />1. The Town has retained the services of a Planning Consultant to assist <br />the Town in revising the elements of the Town's General Plan and the <br />Town's Site Development Ordinance in order to develop lard use regulations <br />which will prohibit the conditions identified in the moratorium ordinance. <br />2. The Town's Planning Commission has held study sessions and public hearings <br />to review an initial draft of a revised Site Development Ordinance and <br />has provided reoomnendationvs to the Town Council regarding the draft <br />ordinance. <br />3. The Town Council and Planning Cmmission had held a joint study session <br />and have provided direction to the Planning Consultant regarding revision <br />of the draft Site Development Ordinance. <br />4. The Town's Planning Consultant has prepared adninistrative drafts of <br />the revised elements of the General Plan and has submitted the administra- <br />tive drafts to the Town staff for review and c m ent. <br />5. Guidelines for Implementation of Urgency Ordinance <br />Ken Pastrof, 13015 Robleda, questioned the guideline regarding 'siting' and <br />the Mayor noted that the Council would consider the siting that had minimal <br />impact on the property and surroundings. <br />MOTION SDMMM AND CAM=: Moved by Dronkert, seconded by van Tamelen and <br />Passed unanimously to adopt the following guidelines for Ordinance #292: <br />1. HEIGir: <br />A. Review plans according to a more restrictive maximum height <br />allowance of twenty-seven feet (271) <br />B. Implement a thirty-five foot (351) limitation on the difference <br />between the lowest grade topographical elevation of the structure <br />to the highest topographical elevation of the structure <br />2. BULK: <br />A. Count all floor area above ten feet (10') of natural grade toward <br />the Development Area on the lot, and delete the 2,000 square foot <br />credit now used in the zoning ordinance. <br />3. OJIAR: <br />A. Allow only those colors which blend with surroundings. <br />4. SITING: <br />A. Do not allow structure to penetrate above the ridgelines unless it <br />is in conformance with the contour of the lard. <br />%W B. Siting of the structure shall preserve to the maxinmm extent possible <br />the view of neighbors or potential neighbors. <br />C. Of several possible sites, the one shall be chosen with the least <br />disturbance to the natural terrain. <br />-5- <br />
