I, Side II, 025 -end <br />Mayor van Tamelen called the Special Meeting of the City Council to order at 3:30 p.m. <br />in the Council Chambers at Tann Hall. <br />A. %)LL CALL: <br />B. <br />Lm <br />Present: Mayor van Tamelen and Councihnmbers Allison and Perkins <br />Absent: Councilmembers Hillestad and Proft <br />Staff: City Manager Ann Hinshaw, City Planner John Carlson and City Clerk <br />Pat Dani <br />Press: Fd Hering, San Jose Mercury <br />Mr. Thomas Henderson, General Manager - Solid Waste <br />included project alternatives (out of area landfill, process landfill, mass <br />burn and RDF burning), recycling projections, timeframe for facility and a <br />summary of the project reo mnendations. A question and answer period followed <br />which included discussion of the following: processing; impact of traffic; <br />financial cost of Bryan Canyon and access road; alternate access mutes; <br />alternate sites, i.e. acreage off Highway 237 next to Sunnyvale plant; and <br />recycling (pilot program with targeted businesses). <br />Mr. Sidnev Mitchell, 1565 Honeysuckle Place - Los Altos, addressed the Council <br />in support of the Highway 237 Baylands Park Site adjacent to the Sunnyvale <br />Dump. Mr. Mitchell strongly urged Swva to consider use of this site and to <br />take the appropriate steps with the Corps of Engineers for a preliminary study <br />of feasibility of the site. <br />Mr. Lyman Black, Chairman - CROAKE, addressed the Council concerning Mr. Henderson's <br />presentation. It was the opinion of CImARE that SvA had not arrived at an <br />acceptable solution nor had they answered several basic questions. Mr. Black <br />suggested SwMA be disbanded and a new organization be formed with a focus on <br />material recovery, with eVhasis on educational function (both residential and <br />industrial); inple mentation and control of transfer station; and provision for <br />a market stabilization function (working with the public encouraging recycling <br />and supporting use of recyclable products). <br />
