NEW BUSINESS: <br />1. Report on Organizational Analysis: <br />The City Manager presented an oral report to the Council on her organizational <br />analysis which addressed and included the following issues: 1) more staff was <br />needed but there was the problem of available revenues; 2) additional sources <br />of revenue should be investigated to support additional staff; possibly the <br />establishment of fees for those services pertaining to an individual rather than <br />to the Tom; 3) both the City Engineer and the City Manager's offices should <br />have back-up support; 9) the work load should be re-evaluated after the mnputer <br />is in place. Regarding the maintenance crew, the City Manager noted that there <br />should be realistic expectations of the amount of work the crew could acoonplish. <br />Besides the option of hiring more crew, there was the option of possible volunteer <br />assistance. It was also noted that inquiries could be made of other ceanmities <br />concerning the rental of equipment to facilitate the ompletion of certain jobs <br />in Town in the most cost effective and efficient manner. <br />2. Job Descriptions: City Clerk, Secretary (Building, Engineering/Planning), Staff <br />Assistant <br />The City Manager noted that the job descriptions before Council for the City Clerk <br />and Secretary coapleted the job descriptions for all the Town Hall staff. The <br />job description for staff assistant was a new position proposed by the City <br />Manager which would be 1 finance, h engineering, a planning. This position had <br />been included in the proposed budget. <br />Ken Phillips, Chain--- - Finance Crnmittee, expressed the opinion that it would <br />be appropriate to deter the approval o£ this new position until the new City <br />Manager was on hoard. Mr. Phillips also noted that according to the conmittee's <br />calculations, the Town did have sufficient funds to hire additional staff. <br />IDDT'ION SECONDED APED CARE=: Moved by Dronkert, seconded by Fuhnnarn and passed by <br />the following roll call vote to continue consideration of the staff assistant <br />position for input from the new, City Manager. <br />AYES: Mayor Allison and Councilmeib Dronkert, Fubx and Rydell <br />( NOES: Councilnenber van Tamelen <br />�r * based on the concepts in principle as stated in the 6/26/89 staff report, pending <br />further study by Los Altos and Los Altos Hills (AMENDED BY COUNCIL 7/18/89) <br />-2- <br />
