CITY COUNCIL MINUTES - July 25, 1983 <br />D. STUDY SESSION - CABLE TELEVISION: <br />Mayor Frank Verlot, Los Altos, reported that Los Altos had studied the issue of <br />EMS TV for approximatey six months, a consultant had been selected, a draft <br />RFP had been prepared, a public hearing was scheduled for 8/23/83, proposals were <br />due in late November and the selection and award of contract could take place as <br />early as December. Mayor Verlot also commented on the minimun requirements of the <br />system which included: a two cable system (interactive capability), public/ <br />oamwuty controlled and provision for leased access. The significant features <br />included: 1) local origination/access (studio and equipment); 2) handicapped service <br />for hearing/sight impaired; 3) interactive system to be considered (security - <br />alarm system, home banking/shopping; data communications; and pay-per-view); 4) <br />prograuming available for system (off -the -air programming; local origination/ <br />access/educational; satellite "distant signal"; satellite "basic tier" service <br />(i.e. sports); satellite pay service (i.e. Showtime); and pay-per-view (i.e. <br />Group W). Mayor Verlot emphasized the benefits of cable TV which included the <br />following: educational opportunities, medical alerts; security coverage and recrea- <br />tional programs. He further camuented that the feasibility of Los Altos Hills <br />being included would be worked out between the franchiser and the Hills City <br />Council. It would not be a part of Los Altos' agreement with the franchiser. <br />Dr. George Beers, Dean of Fine Arts - DeAnza College, explained the separate <br />r se t United Cabe with e City o Cupertino and DeAnza College. <br />He wnnented on the equipment at the college, the programs available and the <br />workshops held for training purposes. The program was quite successful and <br />focused on the willingness of DeAnza to be an important part of the ccm unity. <br />`, Mr, Kenneth Daniels, 26481 Purissima, a resident of the Hills and potential <br />bidder not t ft ,uld be difficult to provide cable TV in the Hills but <br />it could possibly be tied in with Los Altos. He urged the residents of the <br />Hills to let their Council know of their interest in having cable TV in the <br />Town. <br />Mr, Michael Kelly, President - Joint Cities Cable TV, Inc., and a resident of <br />s tos Fh s coumenut tit was s intention oT applying for a joint <br />franchise for Ins Altos and Los Altos Hills. <br />Mr. James Reynolds, 23750 Ravensbnry, asked that if any residents were willing to <br />p ev rate bl ss asked by Los Altos for possible participation <br />by Los Altos Hills to please call him. Any assistance would be greatly appreciated. <br />Mayor van Tanelen arrived at the meeting and the Adjourned Regular Meeting was <br />reconvened at 9:15 p.m. <br />E. OTHER BUSINESS: <br />1. Resolution #1568 <br />Council discussed a resolution which had been adopted at the Regular Meeting of <br />July 20, 1983. Upon review it had been detenndned that proper legal posting of <br />such a hearing could not be done within the tame -frame and it would be appropriate <br />to rescind the resolution. <br />M TION SBOONDED AND CARRIED: Moved by Praft, seconded by Allison and passed unani- <br />mously by all members present to rescind Resolution #1568 setting the time and place <br />of a public hearing to consider all objections or protests to the proposed adoption <br />of the Los Altos Sewer Service charge final report. <br />-2- <br />
