CITY cxNc , MINUPES - January 14, 1982 <br />*4 W, H. SPECIAL ORDERS: l.a) Ordinance for Adoption (continued): <br />The City Attorney referred to Section 2-1.114 of the Los Altos Hills Municipal <br />Code and stated that the procedure taken by Council had been legal and correct. <br />Regarding the amounts which had been included in the proposed ordinance, he <br />noted that these were maximwn amounts. The amount could be less but to get more <br />money would require another vote by the people. <br />Councilmanbers discussed the proposed ordinance. McReynolds commented that the <br />sheriff cost was a major area of expense over which the Tann had no control. The <br />county was in serious financial difficulties and there was a continuing escala- <br />tion of costs. Additionally retroactive costs back to October of 1981 were being <br />discussed. In response to the questions raised by Mrs. Goldsmith, McReynolds <br />stated that accurate figures would be available before the April election. Perkins <br />once again stated that he did not see urgency of the matter; a future election <br />could provide an alternative to solving the problem if it materialized. He did <br />not see any indication that the Town would have a deficit for fiscal year 1982-83 <br />and, therefore, thought the need for additional funds was questionable. Hillestad <br />and Nystrom felt it was important for the voters to have all the information before <br />than for the April election. Cost of services was an important aspect and needed <br />to be carefully considered. Proft su miarized the importance of the issue before <br />the Council and further noted that while there were pros and cons to the ordinance, <br />it required careful consideration. If it resulted that the Tann were in a binding <br />contract, then it would be necessary to obtain additional funds. <br />M7PION SECONDED AM CARRIED: Moved by McReynolds, seconded by Nystrom and passed <br />by the following roll call vote to adopt Ordinance #274 imposing a special tax for <br />police portection services <br />AYES: Mayor Proft, councilmemberS Hillestad, McReynolds and Nystrom <br />NOES: Councilman Perkins <br />b) Resolution # ordering submitted to the electors of the City of the Tarn <br />of Los Altos Hills at the General Municipal Election to be held on April 13, <br />1982, an ordinance for adoption of a special tax for police protection services. <br />MOTION SECONDED AND CARRIED: Moved by McReynolds, seconded by Nystrom and passed <br />by the following roll call vote to adopt Resolution #1417 ordering submitted to <br />the electors of the City of the Town of Los Altos Hills at the General Municipal <br />Election to be held on April 13, 1982, an ordinance for adoption of a special tax <br />for police protection services. <br />AyES: Mayor proft, CouncilmemberS Hillestad, McReynolds and Nystrom <br />NOES: Councilman Perkins <br />M7LION SECONDED AND CARRIED: Moved by Hillestad, seconded by Perkins and passed <br />unanimously to accept rebuttal arguments on Proposition C. <br />The City Council then adjourned to a Closed Session for Litigation at 4:30 p.m. <br />and reconvened at 5:00 p.m. <br />C.
