CITY COUCIL MINUTES - March 19, 1980 <br />4W B. CONSENT C.A�DAR - Items Removed - 2. Approval of Warrants (continued): <br />MOTION SBCOhDED AND CARRIEDi Moved by Hilleatad, seconded by Perkins and <br />passed unanimously by all members present to approve the Warrant Idst as <br />corrected, $21,380.69. <br />Actions of the Variance and Permit Commission - recmwended granting <br />of the following variance application: <br />a) LAIMS OF CHENG, File VAR #2-80 <br />CDuncihiembers discussed Dr. Cheng's request for a variance for a solar panel <br />system. Mayor McReynolds questioned why the solar panels could not be on the <br />roof and also if there was a tr�ue question of hardship in this request. The <br />City Manager reported that he had just received a letter from Dr. Cheng which <br />the Council had net had the opportunity to consider. <br />MNION SECONDED AND CARRIED: Moved by Perkins, seconded by Proft and passed <br />unanimously by all members present to continue this item to the next meeting <br />and at that time have an explanation of why the installation is on some kind <br />of structures and can not be incorporated into the roof structure. <br />6. Resolution for Adoption: <br />a) Resolution kopposing any attenpt by the California Air Resources <br />Board to change the Air Quality Planning Designation in the Bay Area. <br />4W Hilleatad felt that there was no constructive reason for co -designation and <br />remarked that as a local goverrment a stand should be taken on this issue. <br />Hillestad moved that the resolution be adopted but there was no second to the <br />motion. Perkins stated that Council should respect the position of ARB in <br />their responsibility for meeting the requirements in preparation of the State <br />Impl�ntation Plan and it was up to them to designate such lead agencies as <br />they saw fit. McReynolds noted that t1iis was a highly technical matter which <br />was becoming even more cmplicated as political issil� became involved. <br />YICTION SECONDED AM CARRIED: Moved by Perkins, seconded by McReynolds and <br />passed by the following roll call vote to table this item. <br />AYES: Mayor McReynolds and Cauncilmn Perkins and Proft <br />NOES: Co�lwcman Hillestad <br />ABSENT: Councilman Nystrom <br />C. SPECIAL REPORTS: <br />1. Reports of Standing Comnitte <br />a) Pat1ways Committee <br />Mrs. Carol Ciottlieb, Chairman/Pat1ways Committee reported that Ron Shibuya had <br />conpleted his Eagle Scout Project and that 24 signposts were in place and 6 more <br />had been branded. Mrs. Gottlieb asked the Mayor to send letters of thanks to <br />Ron, his father and the other smuts who worked on the project of marking the <br />trails. <br />-2- <br />
