CITY COUNCIL NUNUTFS - July 16, 1980 <br />a B. CONSENT CALENDAR (continued): <br />%r 5. Resolutions for Adoption: <br />a) Resolution #1289 adopting a policy concerning tennis courts aril <br />other requirements for site development and subdivision. <br />b) Resolution #1290 declaring the intention of said city to vacate and <br />abandon an emergency access easement and portions of certain sanitary <br />sewer and pathway easements located in the city and under the provisions <br />of the "Public Service Easements Vacation I.aw", Section 50430, et. seq., <br />Government Code. <br />c) Resolution #1291 accepting certain improvements in connection with <br />final parcel map, being a portion of Rancho La Purissima Concepcion <br />(Lands of Chaparral Properties, Tracy Court) <br />d) Resolution #1292 accepting certain improvements in connection with <br />Tract 6592, Koch Lane <br />e) Resolution #1293 accepting certain improvements in connection with <br />Tract 6568, Vista Serena <br />The Executive Session - Litigation that was scheduled on the agenda was <br />not held. <br />C. SPECIAL REPORTS: <br />1. Reports of Starling Camnittees: none <br />2. Reports of Ptd Hoc camdttees: <br />a) Pl Hoc Public Safety Study Canmi.ttee <br />Bruce Thampson Chairman of the Pd Hoc Caunittee, presented the omnittee's <br />preliminary reoamterlations to the Council: (1) The Crnmittee was unable to <br />reamnend that the City Council support an added tax on the November ballot as <br />was rewnmerdel by Supervisor Steinberg at the last Council Meeting. The <br />Connittee was not convinced the Los Altos Fire District had an oblibation to <br />pay all the so-called deficit. The Cannittee further suggested that the City <br />Council obtain legal advice in regards to the County taking Fire District Bldg. <br />Muds (that were appropriated by the taxpayers and were not so-called "reserves") <br />and using than for operational expenses instead of allotting to the District <br />their fair share of state "bail out" fords. (2) The Cmmittee reoaanended that <br />the Council withdraw Los Altos Hills fnxn the Los Altos Fire District as seen as <br />feasible. The Co mittee was concerned that the present arrangnent gave the city <br />m control over City revenues or expenditures for fire protection of Los Altos <br />Hills. <br />b) Geraldine Steinberg, Board of Supervisors - Fire District <br />Mrs. Steinberg expressed disappointment at the recmverdations made by the Fd Hoc <br />ar ttee and also concern about adequate fire protection for the district. She <br />further noted that the questions asked by the m ttee should certainly be <br />addressed but that the deficit in question was a current problem. Mrs. Steinberg <br />sought Council endorsement for the tax override bill in November which would <br />cover the deficit for this year. <br />-2- <br />
