Mayor Nystrom called the Regular Meeting of the City Council to order at 7:35 p.m.
in the Council Chambers of Town Hall.
A. ROLL CALL &PLEDGE OF ALLEGIANCE:

MOTION SECONDED AND CAIU=: Moved by Proft, seconded by Perkins and passed by
all members present to approve balance of Consent Calendar, specifically:
1. Approval of Minutes: July 15, 1980 and July 16, 1980
2. Approval of Warrants: $44,240.20
4. Resolutions for Adoption:
b) Resolution #1295 accepting certain improvements in connection with
Lands of Rich.
c) Resolution #1296 electing to be subject to Meyers -Geddes state employees'
medical and hospital care act and fixing the employer's contribution at
an a aunt greater than that prescribed by Section 22825 of the Coverm
ment Cade.
Removed Items:
3. Notions for Adoption: Notion changing the Wane of Mueller Const to Corita
Way.

4. Resolutions for Adoption:
a) Resolution #_accepting certain improvements in connection with
Tract No. 6208
Perkins asked that it be clearly stated in the record that only storm drainage
and sanitary sager improvenents were being accepted.
PASSED BY OONSENSIB: To adopt Resolution #1297 accepting storm drainage and sani-
tary sewer improvaments in connection with Tract No. 6208.

a) Nancy Cress: Regional Bus Routes - Western Foothills and the Woodside
Charleston
Nancy Cross, as transportation designer ani advocate for the Cmrdttee for Safe
and Sensible San Francisquito Creek Area Routing, asked the Council's endorsement
of two regional bus routes, the Western Foothills and the Woodside Charleston, as
extensions of the County's Express I bus mute. McReynolds, as representative on
the Transportation Crnmission, suggested Dr. Cross present her case to the Operations
(40 Cacmittee of this Catuission.

1. City Attorney:
a) Wallace Buch - drainage improvement agreement
The City Attorney suhnitted to the Council a resolution and agreement concerning
the correction of erosion problems on Wallace Buch's property in the vicinity of
the Town's drainage easement. The City Attorney noted that one sentence was added
to the agreanent on page three, section two: "The Town shall consult with the owner
as the project progresses." The contract for this project would be agendized for
the next City Council meeting and the project would be overseen by the City Engineer.
The City Manager asked that $35,000 be appropriated from the stone drainage reserve
fiord to solve this problem.
MOTION SBOOR•DED AND CARRIED: Moved by Perkins, seconded by Proft and passed by the
following roll call vote to adopt Resolution #1298 approving and authorizing execur
tion of agreement for sterno drainage easement repairs between the city of the Tam
of Ic>s Altos Hills and Wally S. Buch.

2. City Manager:
a) Fire District

The City Manages reported that although a preliminary report had been received,
the complete consultant's report would not arrive for a couple of weeks. When
all of the information had been received from Rural/Metro, a report would be
presented to Council.
Geraldine Steinberg Board of Supervisors and William Siegel, County Executive,
explained to Council that a special three-year tax override measure will be placed
on the Novenber ballot. The County Board of Supervisors had approved this measure
on August 5, 1980 stating it was necessary in order to maintain the current level
of service and to cover the budget deficit. A two-thirds majority will be necessary
for the measure to pass and Ios Altos Hills represents 748 of the Fire District.
Supervisor Steinberg urged Council's support of this measure but was net asking for
any formal action on the Council's part.
PASSED BY CONSENS[S: It was agreed that all questions and information regarding
the Fire District would be channeled through Councilman Perkins and he would see
that the Council received all of the up-to-date details.
E. SPECIAL ORDERS:
1. Request for Final bffip Approval, LANDS OF THOMPSON, File TM #4-80.
MOTION SECIDNDED AND CARRIED: Moved by Proft, seconded by Perkins and passed
unanimously by all members present to adopt Resolution #1299 approving final
parcel map for the Lands of Thompson and approving and authorizing execution of
subdivision agreement.
MDTION SECONDED AND CARRIED: Moved by Proft, seconded by Perkins arra passed
unanimously by all members present to adopt Pesolution #1300 approving and author-
izing execution of private road maintenance agreement between Virgil D. Thompson
and Brenda Thompson, and the City of the Town of Ins Altos Hills.
MOTION SE03MIDED AND CARRIED: Moved by Proft, seconded by Perkins and passed
umanimously by all members present to direct the City Engineer to have the quit
claim filed simultaneously with the parcel map.
Public Hearings:
a) Consideration of proposed use of Revenue Sharing Buds for 1980-81 fiscal
year.
The City Manager reported to Council that the proposed use for the revenue sharing
funds would be capital improvement: the fourth baseball playing field on Purissima
(Little League). Revenue sharing finds not used in this fiscal year would be carried
over to next year.
MCCION SECONDED AIM CARRIED: Moved by Perkins, seconded by McReynolds and passed
unanimously by all members present to authorize allocation of Revenue Sharing Furls
for the 1980-81 fiscal year as recti ended by staff.

b) Consideration of Budget for fiscal year 1980-81
The City Manager noted that all changes made to the proposed budget during the
Budget Study Sessions had been incorporated into the budget.
MOTION SEODMED AND CARRIED: Moved by Perkins, seconded by McReynolds and passed
unanimously by all mwnherc present to adopt Resolution #1301 adopting the budget
for the Town of Ins Altos Hills for the fiscal year 1980-81.
C) Request for Tentative Map Approval, LANDS OF AVILA, File TM #2-80
and approval of C.U.P. #2-80.
MOTION SECONDED AND CARRIED: Moved by Perkins, seconded by Nystrom and passed
unanimously by all members present to adopt the Negative Declaration dated 6/20/80,
LANDS OF AVILA.
The City Engineer presented a list of supplemental conditions to the Council for
their consideration. Condition 2.D and 9.0 clarified the subdividability of lot 1,
and the soils work on Lots 2 and 3. Conditions 1.E, 1.F, 9.A (rewrite), 9.D. and
ll.A would need to be added if as an alternate to the driveway easement, a Cul -de -
Sac with a sixty foot right of way would be required. Perkins had pointed out that
while this subdivision did have a rural drive, it was important to be consistent
with the Town's ordinances.
Don Avila, applicant, discussed with Council the advantages and disadvantages of
the proposed Cul -de -Sac.
PASSED BY CONSENSUS: To make the following corrections and/or additions a part of
the Conditions of Approval:
Condition 6.B added: A Type IIB path along Elena Poad along the frontages of
lots 2 and 3.
The addition of the following Conditions: 1.E, 1.F, 2.D, 9.A (rewrite), 9.C, 9.D
and ll.A.
MOTION SECONDED AND CARRIED: Moved by Perkins, seconded by Proft and passed
unanimously by all members present to approve the Tentative Map, LANDS OF AVMA,
File TM #2-80, subject to conditions as reonmended by the Planning Cmndssion
and as anended by Council.
MOTION SECONDED AND CARRIED: Moved by Proft, seconded by Perkins and passed
unanimously by all members present to approve the conditional use permit, LANDS
OF AVILA, File C.U.P. #2-80.
d) Request for Tentative Map Approval, IX0S OF BELLUCCI, File TM #2104-79
MOTION SECONDED AND CARRIED: Moved by Perkins, seconded by Nystrom and passed
unanimously by all members present to adopt the Negative Declaration, LANDS OF
EE[.LUCI, File TM #2104-79 with the following two mitigation measures as rec mmended
by the City Engineer in his report dated 7130/80 and as amended by Council: 1) The
General Plan indicates that land with a slope of 308 or more should be designated
open space. The hill, which comprises most of this property, has a natural slope of
308 to over 558. Therefore, all this area should be designated open space conserva-
tion area; 2) This land is subject toflooding by the 18 flood. To mitigate this,
the area must be designated flood plain.

2. Public Hearings (continued) LANDS OF BELLUCCI, File TM #2104-79
The City Engineer reported that on July 9, 1980 the Planning C<mRlssion had held
a Public Hearing on the above referenced Tentative Map and the Hearing had been
continued to their next meeting. Since the caner would not agree to the continuance
in writing, the fifty day period expired July 17, 1980 and the matter was now
before the City Council. The City Engineer went on to explain to Council the
deficiencies in the Tentative Map and the Ultimate Development Plan of the Lands
of Bellunci.
Paul Naaack, applicant's engineer, stressed that they were requesting approval
of a three -lot subdivision for which these were already three existing houses and
no changes in the lots would be made. What they wanted was to have than beazne
three legal building sites.
Councilmenbers expressed concern about discussing a tentative map that had many
problems and inconsistencies. The City Attorney reported that it would be correct
to continue the Public Hearing on this matter and send the map back to the Planning
Comnission for their consideration.
MOTION SECONDED AND CARRIED: Moved by McReynolds, seconded by Perkins and passed
unanimously by all members present to continue the Public Hearing on the Lames of
Bellucci, File TM #2104-79, to September 3, 1980, at the request of the applicant,
and to send the map to the Planning ConTtission for their consideration.
F. GENERAL ORDERS APED UI=SHED BUSINESS:
G. NEW BLGINFSS:
Mrs. Carol Gottlieb presented a letter to Council asking their support for the
installation of a Pedestrian Only Stop Light at the intersection of Summerhill
and Magdalena.
PASSED BY ODNSENSUB: That a letter from Mayor Nystrom would be sent to the
County endorsing Mrs. Gottlieb's suggestion.
