CITY COUNCIL MINUTES - January 17, 1979 B. CONSENT CALENDAR: (Continued) b) Resolution #1177 approving and authorizing execution of Amendment No. 6 to Agreement for Sewage Transportation, Treatment and Dis- posal between Los Altos Hills and the City of Palo Alto. c) Resolution #1178 setting the Public Hearing on the formation of an underground utility district on Fremont Road between Concepcion and La Paloma. C. SPECIAL REPORTS: 1. Reports of Standing Committees: Mrs. O'Such, Pathway Committee, commended Staff for the recent bridge installation in Byrne Preserve for pedestrians and equestrians. 2. Reports of Ad Hoc Committees: None 3. Reports from the Planning Commission: None 4. Presentations from the Floor: None D. STAFF - REPORTS, CORRESPONDENCE & ANNOUNCEMENTS: Councilman Proft requested an update on work progress on Saddle Mountain Estates which the City Engineer provided as follows: (1) Due to the rain, only ten working days had been charged thus far; (2) Paving had been com- pleted from Arastradero Road to the summit as well as around the catch basins; (3) Sand bagging had been done for erosion control; (4) An under- ground pipe had been partially installed to resolve the drainage problems on Lot 25; and, (5) All of the hydroseeding had not yet taken effect. Councilman Perkins discussed with the City Engineer the problems being resolved relative to the retention basin and security control needed for this development. The City Attorney then introduced an original Certification by City Clerk pertaining to an Initiative Petition filed with the Town for Ordinance amendment, stating that the County Registrar of Voters had determined the number of registered voters'signatures had failed to reach the 10% required to place this amendment before the Council for action. The City Attorney further outlined the judgment of the court in favor of the Town on the Bellucci vs. the Town of Los Altos Hills case recently heard. At the present time, the revocation of the Condition Use Permit stands thus closing Adobe Creek Country Club pending appeal or re -submittal. Councilmembers discussed the City Manager's Report with consensus in favor of Mayor Hillestad's suggestion for a Town sponsored "Safety Awareness Run". It was determined to direct this item to the Traffic & Public Safety Committee and organized jogging groups to determine routes, regulations and ideas which would be mutually beneficial to all concerned. Councilman Perkins questioned the problems with motorcycle traffic on the Roo Subdi- vision and asked that subdivision fencing be an ongoing inclusion on the Manager's Report. E. SPECIAL ORDERS: 1. a) Ordinance 4246 amending Subsection (b) of Section 9-4.604 of Chapter 4, entitled "Subdivisions". (FIRST READING) -2-
