CITY COUNCIL MINUTES - January 17, 1979 <br />B. CONSENT CALENDAR: (Continued) <br />b) Resolution #1177 approving and authorizing execution of Amendment <br />No. 6 to Agreement for Sewage Transportation, Treatment and Dis- <br />posal between Los Altos Hills and the City of Palo Alto. <br />c) Resolution #1178 setting the Public Hearing on the formation of <br />an underground utility district on Fremont Road between Concepcion <br />and La Paloma. <br />C. SPECIAL REPORTS: <br />1. Reports of Standing Committees: <br />Mrs. O'Such, Pathway Committee, commended Staff for the recent bridge <br />installation in Byrne Preserve for pedestrians and equestrians. <br />2. Reports of Ad Hoc Committees: None <br />3. Reports from the Planning Commission: None <br />4. Presentations from the Floor: None <br />D. STAFF - REPORTS, CORRESPONDENCE & ANNOUNCEMENTS: <br />Councilman Proft requested an update on work progress on Saddle Mountain <br />Estates which the City Engineer provided as follows: (1) Due to the rain, <br />only ten working days had been charged thus far; (2) Paving had been com- <br />pleted from Arastradero Road to the summit as well as around the catch <br />basins; (3) Sand bagging had been done for erosion control; (4) An under- <br />ground pipe had been partially installed to resolve the drainage problems <br />on Lot 25; and, (5) All of the hydroseeding had not yet taken effect. <br />Councilman Perkins discussed with the City Engineer the problems being <br />resolved relative to the retention basin and security control needed for <br />this development. <br />The City Attorney then introduced an original Certification by City Clerk <br />pertaining to an Initiative Petition filed with the Town for Ordinance <br />amendment, stating that the County Registrar of Voters had determined the <br />number of registered voters'signatures had failed to reach the 10% required <br />to place this amendment before the Council for action. The City Attorney <br />further outlined the judgment of the court in favor of the Town on the <br />Bellucci vs. the Town of Los Altos Hills case recently heard. At the <br />present time, the revocation of the Condition Use Permit stands thus closing <br />Adobe Creek Country Club pending appeal or re -submittal. <br />Councilmembers discussed the City Manager's Report with consensus in favor <br />of Mayor Hillestad's suggestion for a Town sponsored "Safety Awareness <br />Run". It was determined to direct this item to the Traffic & Public Safety <br />Committee and organized jogging groups to determine routes, regulations and <br />ideas which would be mutually beneficial to all concerned. Councilman <br />Perkins questioned the problems with motorcycle traffic on the Roo Subdi- <br />vision and asked that subdivision fencing be an ongoing inclusion on the <br />Manager's Report. <br />E. SPECIAL ORDERS: <br />1. a) Ordinance 4246 amending Subsection (b) of Section 9-4.604 of <br />Chapter 4, entitled "Subdivisions". (FIRST READING) <br />-2- <br />
