SPECIAL ORDERS: (Continued) <br />3. b) LANDS OF TAYLOR (Continued) <br />Mrs. Gallo, La Lanne Court, advised of a petition submitted to the Town <br />by neighboring Los Altos Hills residents against a thru street to Los <br />Altos and objected to the time spent trying resolve a Los Altos problem. <br />MOTION SECONDED AND CARRIED: Moved by Councilman Nystrom, seconded by <br />Councilman Perkins and passed unanimously to adopt a Negative Declaration <br />for LANDS OF TAYLOR, File TM #2077-78. <br />PASSED BY CONSENSUS: To remove "(Ordinance No. 232, Section 9-4.1110)" <br />from Condition #8. <br />MOTION SECONDED AND CARRIED. Moved by Councilman Prot, seconded by <br />Councilman McReynolds and carried unanimously to amend Condition #21 to <br />read: A five foot (5') Type IIS improved path shall be constructed along <br />the northerly side of Koch Lane from Miranda Road to the common property <br />lines of Lots 4 and 5. <br />Mrs. Struthers, Pathway Committee, spoke for the Type IIB pathway and <br />further requested a 10' easement be granted between Lots 4 and 5 down <br />to the creek. <br />Councilman Perkins stated his objections to the non -rural appearance of <br />the Type IIB pathway. Councilmembers then reviewed the necessity of the <br />10' easement request, including the Applicant's objection. <br />MOTION SECONDED AND CARRIED: Moved by Councilman Proft, seconded by <br />40 Councilman Nystrom and passed unanimously to approve LANDS OF TAYLOR, File <br />TM #2077-78, subject to conditions as recommended by the Planning Comis- <br />sion and as amended by Council above. <br />C) Request for Tentative Map Approval, LANDS OF YELTON, File <br />TM #2082-78, 2 Lots. (Appeal - Denied at the Planning Com- <br />mission Meeting of September 27, 1978) <br />Discussion began on the adoption of a Negative Declaration with the Con- <br />sulting Engineer/Planner providing information on conservation easement <br />dedicated and tree plantings as mitigating noise measures. Councilman <br />McReynolds questioned the delineation of the Monte Vista Fault as shown <br />on the map and the geological studies that had been made. He also raised <br />the issues of pollutants and noise from IS280 as serious problems needing <br />to be addressed. <br />Mr. Schmidt, Attorney for the Applicant, offered a brief history of the <br />subject property, stating that development was consistent with zoning <br />regulations of the Town. <br />Mr. Riley, Engineer for the Applicant, spoke for the mitigating measures <br />against noise that would be utilized in the construction of the proposed <br />home. <br />Councilmembers reviewed with Staff results of geologic surface field tests <br />made, stressing the need for more extensive investigations with borings <br />4W and trenchings. <br />-2- <br />
