CITY COUNCIL MINUTES - December 6, 1978 <br />B. CONSENT CALENDAR: (Continued) <br />Thereafter, Councilmembers concluded that further clarification was needed <br />on Item E. 2. on Page 3 of the November 15, 1978 Minutes and tabled this <br />matter until the next meeting. <br />Following review of the tape, it was determined that the following addi- <br />tions are needed: <br />MOTION SECONDED AND CARRIED: Moved by Councilman McReynolds, secon- <br />ded by Mayor Hillestad and carried unanimously that fencing regula- <br />tions be included in Tentative Map considerations. <br />Councilmembers also discussed alternative measures, i.e., requiring <br />permits, ordinance action and improvement plan provisions, to resolve <br />the rural fencing of subdivision versus city walls. Mayor Hillestad <br />directed the City Manager to review and agenda this item at the next <br />Council meeting. <br />C. SPECIAL REPORTS: <br />1. Reports of Standing Committees: <br />a) Report from Pathway Committee on recommendations for County <br />paths using Transit District Funds. <br />Mrs. Struthers, Pathway Committee, provided a brief explantion of the <br />Committee's recommendations dated December 1, 1978. <br />t Discussion followed on the necessary pathway links provided, preserving <br />�r local jurisdiction control by only utilizing these funds on perimeter <br />roads and improvements proposed along the County Scenic Bike Route. <br />MOTION SECONDED AND CARRIED: Moved by Councilman Nystrom, seconded by <br />Councilman Perkins and passed unanimously to endorse the recommendations <br />of the Pathway Committee, advising Supervisor Steinberg and the F.A.U. <br />Commission of these recommendations. <br />2. <br />Reports <br />of Ad <br />Hoc Committees: None <br />3. <br />Reports <br />from <br />the Planning Commission: None <br />4. <br />Presentations <br />from the Floor: <br />Mrs. Struthers, Robleda, expressed her concerns about a recent ABAG <br />report citing future widening of IS 280. <br />Councilman McReynolds stated that many problems existed in this report <br />and that it was being scrutinized carefully for effects on the Town. <br />Ms. Gaspitch, Elena Road, advised Council of serious safety problems and <br />abusive conduct of organized jogging groups. She commended Council for <br />their efforts in trying to resolve this problem. <br />D. STAFF - REPORTS, CORRESPONDENCE & ANNOUNCEMENTS: <br />1. City Manager: <br />a) Radar Unit. <br />Councilmembers discussed with Mr. Crowe the breakdown problems currently <br />experienced with the present unit and Councilman McReynolds questioned <br />reliability history of the unit proposed to be purchased. <br />-2- <br />
