CITY COUNCIL MINUTES - December 20, 1978 <br />SPECIAL REPORTS: <br />1. Reports of Standing Committees: <br />` a) Pathway Committee - Town Policies regarding pathways and Fire <br />\/ Hydrant at Moody/Murietta Way. <br />Mrs. Gottlieb, Chairman/Pathway Committee, commended Staff for the pathway <br />maintenance accomplished this past summer and outlined the specifics of <br />their memo of November 29, 1978 relative to new pathway construction, <br />maintaining clearance on existing paths and drainage problems. She stated <br />that she would meet with the Postmaster to resolve mailbox obstructions <br />and asked that contractors be requested to rough driveway surfaces to <br />provide safety for equestrians. She further advised of the poor location <br />of the fire hydrant at Moody/Murietta Way, which had been placed in the <br />middle of the pathway. <br />Mayor Hillestad thanked Mrs. Gottlieb and the Pathway Committee for an <br />excellent report. Council determination was to direct the City Manager <br />to investigate alternate locations for the fire hydrant. <br />MOTION SECONDED AND CARRIED: Moved by Councilman Perkins, seconded by <br />Councilman Nystrom and carried unanimously to accept the Pathway Commit- <br />tees' Report on Town Policies Regarding Pathways with the recommendation <br />that it be progressively carried out. <br />b) Traffic & Public Safety Committee - Burglary Prevention. <br />Mrs. Yeend, Chairman/Traffic & Public Safety Committee, advised the Council <br />of the increased burglary rate within the Town and the Committee's program <br />for postcard mailings alerting residents to burglaries in their areas. <br />Discussion followed on the ccMunity awareness hoped to be achieved, <br />similar programs in other cities, burglary patterns which do occur in <br />neighborhoods, the past efforts of the Town's Security Officer in alerting <br />residents and the funding needed for this type of program. <br />MOTION SECONDED AND CARRIED: Moved by Councilman Nystrom, seconded by <br />Councilman McReynolds and passed unanimously to authorize implementation <br />of the Burglary Prevention Program and appropriate $1,000 from the General <br />Fund Unappropriated Fund Balance toward this project for the remainder <br />of the fiscal year. <br />2. Reports from Ad Hoc Committees: None <br />3. Reports from the Planning Commission: <br />Commissioner Stewart told of the Planning Commission's concern relative to <br />the Council's recent approval of a Variance Request, LANDS OF AVENI. <br />Mayor Hillestad stated that Council had deliberated at great length on <br />this request and that they felt their decision was the best solution <br />possible. <br />Presentations from the Floor: None <br />D. STAFF - REPORTS, CORRESPONDENCE & ANNOUNCEMENTS: <br />1. City Attorney: <br />a) Claim - Gunter Metschan. <br />MOTION SECONDED AND CARRIED: As per the City Attorney's recommendation, <br />it was moved by Councilman Proft, seconded by Councilman McReynolds and <br />carried unanimously to reject the Claim of Gunter Metschan and refer it <br />to the Town's insurance carrier for processing. <br />-2- <br />
