CITY COUNCIL MINUTES - March 30, 1977 <br />AW ITEMS REMOVED FROM CONSENT CALENDAR (Cont'd): <br />Councilman Proft moved, seconded by Councilman Cheney and unanimously carried <br />to approve the Minutes of March 2nd as corrected (above), and the Warrant <br />total of $17,727.22. <br />C. SPECIAL REPORTS: <br />1. Reports of Standing Committees: None <br />2. Reports of Ad Hoc Committees: Westwind Committee Report. <br />Mr. Peter Davis, Orchard Hill Lane, presented a Progress Report to Council, <br />stating that attorneys had been retained to apply for the necessary status <br />as a non-profit organization within the State; approximately 30 applications <br />had been received to date for stall rentals; also, the Committee was requesting <br />that Council proceed with the installation of fire sprinklers. Mr. Davis also <br />commended Mr. Vic Cantando, a Town employee, who assisted the volunteer group <br />who worked on the barn to prepare it for occupancy. Although the Coop was not <br />interested in leasing of the Byrne Preserve, the group had been in contact with <br />Mr. Peter Lert, County Director and Farm Advisorwho offered the services of <br />his office, at no cost to the Town for the purpose of recommending measures which <br />would restore the land. He also stated that the Coop would be happy to repair <br />adjoining fences and other work that may be needed. <br />After Mr. Davis' report, discussion ensued between Council, Mr. Davis, and <br />City Manager Robert Crowe regarding aspects of the report, costs of a fire <br />sprinkling system, a costs of repairing the vandalism damages to the barn. <br />Questions of responsibility, liability, and cost assessment of damages were <br />raised. <br />Council requested that the City Manager and Mr. Davis assess the Barn so that <br />more accurate data would be available with regard to damage repair. Concensus <br />of council was that the matter should be placed on the next Council Agenda for <br />early resolution so that the Coop organization could move ahead with their <br />plans for occupancy. Mr. Davis also stated that further details requested by <br />Council with regard to ByLaws, financial details, etc., could be available by <br />the next Council meeting on April 6th. <br />Council also agreed that the Mayor should direct the City Manager to contact <br />Mr. Lert at the University of California for the purpose of seeking his <br />assistance with regard to the Byrne Preserve land. <br />3. Presentations from the Floor: <br />a) Mrs. Alma Wood, Stonebrook Drive: Stated that she did not feel that <br />the figure of $31,000.00 was an accurate picture of the monies spent on <br />the Westwind Barn to date and thought a complete cost analysis should be <br />obtained of these costs prior to the inception of a Coop. <br />Council concensus was that, if Mrs. Wood felt there was any questions with <br />regard to figures already presented, she should make a list up of items <br />AW she questioned and submit these questions in writing. <br />With regard to further questions raised by Mrs. Wood pertaining to expense <br />monies reimbursed by the Town to the City Manager, Mayor Brown stated that <br />-2- <br />
