CITY COUNCIL MINUTES - September 15, 1976 <br />APPROVAL OF MINUTES (Cont'd): <br />Council requested that the City Clerk listen to the tape of the proceedings <br />and report to Council at the next meeting. Approval of the Minutes was held <br />over until that time. <br />MOTION SECONDED AND CARRIED: Councilwoman Hillestad moved, seconded by Council- <br />man Grabowski and unanimously carried to approve the Warrants in the amount of <br />$18,120.84. <br />C. SPECIAL REPORTS: <br />1. Reports of Standing Committees: None <br />2. Reports of Ad Hoc Committees: Committee to study Slope Density Formula. <br />Councilman Brown stated that Mr. Thomas McReynolds, Committee Member, could <br />not be at the meeting this evening as he had planned, and that Commissioner <br />Perkins, another Committee member had agreed to make the presentation to <br />Council this evening regarding an Ordinance they were proposing that Council <br />adopt as an Urgency Ordinance. <br />Councilman Grabowski stated that he would like Council to consider holding a <br />Special Meeting to address the issue of the Ordinance the Ad Hoc Committee <br />C was requesting since this matter had not appeared as an item to be discussed <br />6r on this evening's Agenda. <br />In response to Council, City Attorney Frank Gillio stated that there was no <br />requirement relative to noticing or publishing an Urgency Ordinance, and <br />defined those types of Ordinances which could be heard in this manner. <br />Planning Commissioner William Perkins addressed Council pertaining to the <br />concerns of the Committee and discussions held regarding the former Ordinance <br />and the present Ordinance. The Ordinance proposed this evening would change <br />Section 9-4.604 (b) 2, (iii) to read: "Any portion or portions of a parcel <br />to be subdivided which have an average natural slope greater than fifty-five <br />(55%) percent may be assigned an average slope fifty-five (55%) percent for <br />the purposes of computing the average slope of the entire parcel." The present <br />Ordinance, Commissioner Perkins noted, was stated at forty-five (45%), which <br />the, Committee felt was too small and would have serious consequences should it <br />remain that way. <br />Councilman Brown noted that he had been appointed as a member of the Committee, <br />and he completely supported Commissioner Perkins' statements. He urged the <br />Council to amend the Ordinance by adopting the Urgency Ordinance before them. <br />Councilman Proft commented on the Committee's discussion and also urged Council <br />to adopt the Urgency Ordinance. <br />At the request of the Mayor, City Manager Robert Crowe read the title of the <br />Ordinance and the complete Ordinance for the benefit of the members of the <br />public. City Attorney Frank Gillio, recommended that the first line of <br />Section 2 be amended to strike the words, "pursuant to Section 65858 of the <br />-2- <br />
