CITY COUNCIL MINUTES: February 6, 1974 <br />"Councilwoman Miller said she felt that the deterioration of the roads <br />severely started at the time the Town decided to take over the maintenance <br />of its own roads; that when the work was being put out for bid the roads <br />were never in such a condition, and that professional compenico ,c.t <br />more able to go out and make the necessary repairs because the Town was <br />not in the business of repairing roads. Her suggestion was for the Town <br />to return to the bid method of road repairs, and she felt that this item <br />was more important than any other item on which the Town spent its' <br />money. Councilwoman Miller also said that since the Town was maintaining <br />the roads the maintenance crew should be available on weekends and nights <br />during storms to clean culverts, place "danger" signs where necessary, <br />and do other emergency work. She also suggested an "Operation <br />Chuckhole", whereby citizens could call one special number at Town Hall <br />and report chuckholes so Staff would know exactly where the problem areas <br />were." <br />Minutes of January 30, 1974: <br />City Manager Bruce Lawson noted that the Minutes should be corrected to <br />reflect that Commissioner Magruder was absent from the Meeting. <br />MOTION SECONDED A11D CARRIED: Councilman Cheney moved, seconded by Council- <br />woman Miller and unanimously carried to approve the Minutes of Jaruary 1.6th <br />and January 30, 1974 as corrected. <br />` 3 a) motion amendin BSA re uirements to delete a re uirement of <br />e*.reran n o a cont nun maintenance reement, Lots __and 3, <br />Tract 3 0 , Kducu�l Lane a prlvate ruul. <br />After City Attorney Frank uillio explained the city's legal position and <br />Council had discussed the mattter, Councilman McReynolds moved, seconded <br />by Mayor Helgesson and unanimously carried that the DSA requiremant <br />be removed with the stipulation that at such time as the neighbors on <br />Radcliff Drive entered a joint maintenance agreement, the said property <br />owners mut enter the agreement. <br />4 b) <br />After the City Engineer explainrd backgroend of Agreement, uisc;ssio;s <br />ensued between members of Council and Staff on the matter.
