SCHEDULED ITEM 140. 1 <br />CANVASS OF BALLOTS, RESOLUTION DECLARING RESULTS AT ELECTION, SIFART34G IN OF <br />COUNCILMEN, ELECTION OF MAYOR AND DEPUTY MAYOR. <br />Resuming the Chair, Mayor Benson requested the City Clerk to report on the <br />April 11, 1972 Municipal Election results. Mr. Kluzek depicted on the <br />blackboard the balloting by precinct and stated that ballots had been cast <br />by nearly 55% of the registered voters as compared to the 45% turnout for <br />the 1970 election. Following the Council's canvass of the election returns, <br />the City Attorney introduced and read in entirety, Resolution No, 667, A <br />RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF IAS ALTOS HILLS DECLARING THE <br />RESULT OF THE CANVASS OF THE PRECINCT ELECTION RETURNS OF THE GENERAL <br />MUNICIPAL ELECTION HELD ON APRIL 11, 1972. <br />Resolution No. 667 is hereby attached and made a part of the record copy of <br />the minutes of April 18, 1972, <br />MOTION, SECONDED AND CARRIED: Councilman Helgesson moved, seconded by Grab- <br />owski that Resolution No. 667 be adopted as read, carried by the following <br />roll call vote: AYES: Councilmen Corbett, Grabowski, Helgesson and Mayor <br />Benson. ABSENT: Councilman Davey. <br />ADMINISTRATION OF OATH OF OFFICE: <br />The City Clerk stated campaign statements had been received from the newly - <br />elected Councilmen, Helgesson, Kubby and Miller, as required by Section <br />11500 of the Elections Code. The oath of office was then administered to the <br />newly -elected Councilmen, congratulations by the other Council members were <br />expressed, and the newly -elected Councilmen were seated. <br />Upon Councilman Kubby's request, Mayor Pro Tempore Helgesson called a ten <br />minute recess to enable Councilman Davey who had been detained to be present <br />to participate in the appointment of the new Mayor and Deputy Mayor. <br />Upon reconvening at 8:10 P.M., Mayor Pro Tempore Helgesson entertained <br />nominations for Mayor. Councilman Kubby nominated Leslie A. Helgesson for <br />Mayor and Mary C. Davey as Deputy Mayor to serve at the Councils discretion <br />for a one-year term. It was noted that these two Councilmen had the con- <br />fidence and support of the overwhelming majority of the Town as indicated by <br />their respective elections. Councilman Miller seconded the nominations. <br />Councilman Grabowski requested the joint nomination be amended to allow <br />separate nomination for Mayor and Deputy Mayor. The City Attorney noted that <br />nominations were permissible separately or together. <br />MOTION, SECONDED AND CARRIED: Councilman Miller moved a white ballot be <br />cast seconded by Kubby and carried by majority vote that Leslie A. Helgesson <br />be appointed Mayor; Mary C. Davey be appointed Deputy Mayor; and that each <br />serve in that capacity for one year to April 18, 1973. Councilman Grabowski <br />requested that the record show he had abstained, but that he favored election <br />of Mayor Helgesson. <br />Mayor Helgesson read a whimsical article from Western City Magazine, entitled: <br />"What Is A Mayor?", which he said could apply to former Mayor Walter A. <br />Benson, and to what he expected would be his own fate as Mayor. <br />Apologizing to the large turnout of citizens for her unavoidable tardiness, <br />Deputy Mayor Davey congratulated Mayor Halgesson and expressed her desire to <br />work with him. <br />-2- <br />
