Ross Aiken called the Regular Meeting of the City Council of the <br />Town of Los Altos Hills to order at 7:45 P. M. in the Council Chambers of the <br />Town Hall, 26379 Fremont Road, Los Altos Hills, with the following members <br />answering roll call: Present: Councilmen Benson, Davey, Fowle, Helgesson <br />and Mayor Aiken. Absent: None. <br />PLANNING COMMISSION REPRESENTATIVE: Commissioner Don T. Hibner <br />APPROVAL OF MINUTES: March 2, 1970. <br />Councilman Helgesson moved, seconded by Benson and carried unanimously, that <br />the Minutes of March 2, 1970 be approved, with the correction adding street <br />name "Almaden Court" to Page 3, Scheduled Item No. 2, para. #23 following <br />Mr. J. P. Dammann, 26856. <br />COMMUNICATIONS: <br />1. Letter from Mrs. Donald E. Spencer, President of Los Altos Hills <br />Association, dated March 11, 1970, proposing the Association prepare a <br />questionnaire to be sent to Town residents based on input from City Council, <br />04F Planning Commission and interested parties to determine the sentiments of the <br />Town on important issues. <br />DATION, SECONDED AND CARRIED: Councilman Benson moved, seconded by Helgesson <br />and carried unanimously by roll call vote, that the Town assist the Los <br />Altos Hills Association in preparation of the questionnaire to survey residents <br />as to their viewpoints on important Town issues and that the Town bear costs <br />of the project up to $200.00. <br />Councilman Fowle cautioned the Council to critically review the results of <br />this survey, since both the wording of the questions and interpretations of <br />the results could be quite misleading. <br />2. Letter and petition from Joel Kubby, 26756 Palo Hills Drive, concerning <br />the usage of mini -bikes, in which he questioned the fairness of Ordinance <br />No. 147 and requesting this ordinance be changed. <br />Discussion ensued as to its enforceability and constitutionality and possible <br />means of revising the ordinance to allow within specified limits but not <br />prohibit usage of mini -bikes, with Floor participation by Carlos J. Quintana, <br />26531 Weston Road; Joel Kubby (Jr.) and Lee Kubby (Sr.), 26756 Palo Hills <br />Drive; and Mrs. Diana Miller, 13076 Vista del Valle Court. <br />In response to statements that the ordinance was not being enforced, Staff <br />was requested to contact the Sheriff's Department to ensure uniform enforce- <br />ment. <br />Y Mr. Carlos J. Quintana, 26513 Weston Road, was appointed to the Unlicensed <br />Drivers Committee, to review this restriction, investigate alternative <br />solutions, and propose changes that could be mutually acceptable. <br />
