CITY COUNCIL
TOWN OF IAS ALTOS HILLS
MINUTES OF A SPECIAL MEETING
July 23, 1970
REEL 25 - Side 1, Tract 2 -- FOOTAGE 00-248
Mayor Walter A. Benson called the Special Meeting of the City Council of the
Town of Los Altos Hills to order at 5:10 P. M. in the Council Chambers of the
Town Hall, 26379 Fremont Road, Los Altos Hills, with the following members
answering roll call: Present: Councilmen Davey, Grabowski, Nelgesson and
Mayor Benson. Absent: Councilman Aiken.
Mayor Benson stated this meeting was called for the sole purpose of considering
a request for temporary septic tank hook-up for the James Correll residence at
26811 Taaffe Road (Lot #1, Tract #4444), Los Altos Hills, California.
Mr. Charles Hayden, Attorney for the Corrells, stated that their new home on
Taaffe Road was nearly completed and that they must vacate their present home
by July 27. He noted that they had purchased their homesite with the assumption
that sewers would be provided; however the proposed Sewer Assessment District #6
VW subsequently abandoned. Since this lot could not pass percolation tests,
the Department of Sanitation for Santa Clara County had denied installation of
a septic tank. The only alternative available to Mr. Correll would be to
utilize a pump to force the outflow over a rise and into the Los Altos Basin
sewer lines. After researching potential suppliers for pumps adequate to serve
this purpose, one was found. The cost for this pump, including installation, would
exceed $4,000, however, and this personal expenditure on top of building costs
would cause Mr. Correll an undue hardship. To Beek relief, numerous approaches
had been made to the Council, the Health Department, and the developer --
Mr. T. Gamboa. Also, Mr. Gamboa had requested release of his funds to purchase
and install the pump.
Mayor Benson advised that the Council had agreed on previous occasions that they
would release the funds held in the name of the developer when all four of the
concerned property owners had signed statements which released the Town of
Los Altos Hills from all future responsibility. Ie noted that to date only
three had been received. Furthermore, it was still the responsibility of the
developer to provide adequate sewage disposal for those concerned sites. Mayor
Benson stated that the Council would not override the Health Department's stand,
but the Health Department appreciated hr. Correll's problem and would be willing
to cooperate. They could consider granting the Correll's temporary septic tank,
if Mr. Gamboa would provide them with a copy of a ourchase order for the pump
and indicate the anticipated date of installation. If this assurance of some
commitment is provided, a temporary tank will probably be allowed by the
Department of Sanitation.
There being no further business. Mayor Benson adjourned the meeting, at 5:40 P.M. to°
NEXT REGULAR MEETING: Monday, August 3, 1970 at 7:45 P. M. at Town Hall.
Respectfully submitted,
TED J.
