19 IV <br />CITY COUNCIL <br />TOWN OF LOS ALTOS HILLS <br />T:INUTES OF A REGULAR ADJOURNED MEETING <br />September 24, 1970 <br />REEL 30 - SIDE 2, TRACE: 2 -- FOOTAGE 00 - 163 <br />Mayor halter A. Benson called the Regular Adjourned Meeting of the City Council <br />of the Town of Los Altos Hills to order at 9:00 A. M. in the Council Chambers <br />of the Town Hall, 26379 Fremont Road, Los Altos Hills, with the following members <br />answering roll call: Present: Councilmen Davey, Grabowski, Helgesson and <br />Mayor Benson. Absent: None. <br />Mayor Walter A. Benson requested the City Attorney to read into the record that <br />part of the Government Code (Section 36:5:12 Vacancies, Appointment or Election <br />to fill term) which specifies that the City Council shall fill any Council vacancy <br />within 30 days by appointment. <br />MOTION, SECONDED AND CARRIED: Councilman Grabowski moved, seconded by Helgesson <br />and carried by majority roll call vote, Councilman Davey voting No, to take up <br />Resolutions out of sequence at this time. <br />RESOLUTIONS: Resolution No. 604, Recognizing the dedicated service of <br />William Ross Aiken. <br />City Attorney introduced and read in its entirety Resolution No. 604, a resolution <br />of the City Council of the Town of Los Altos hills, recognizing the dedicated <br />service of William Ross Aiken as a concerned citizen and Councilman. <br />MOTION, SECONDED AND CARRIED: Councilman Helgesson moved, seconded by Grabowski <br />and carried by majority roll call vote, Councilman Davey abstaining, that <br />Resolution No. 604 be adopted as read. <br />SCHEDULED ITEM NO. 1: <br />CONSIDERATION AND POSSIBLE ACTION ON FILLING COUNCIL VACANCY. <br />Mayor Benson stated that each Councilman could make one nomination and would be <br />allowed two minutes for a respective qualification statement of their nominee. <br />Councilman Grabowski read a prepared statement relative to the Council's <br />obligation of filling the vacancy by appointment created by the resignation of <br />William Ross Aiken. Following this statement (the complete text is on file at <br />the Town Hall), Councilman Grabowski noted the significant contributions and <br />background in Town affairs of Mrs. Priscilla R. Weisbart and then entered her <br />name in nomination. <br />Speaking from the floor, Mrs. Weisbart requested her name be withdrawn. <br />Councilman Davey requested clarification as to whether an election could be held <br />to fill the vacancy and was advised that an election would be required if an <br />appointment was not made within 30 days of the date the vacancy was created. <br />Councilman Davey then read into the record a communication from Mrs. Martin E. <br />Packard, 12640 La Cresta Drive, which requested the discussion of the Council <br />vacancy be agended for the next regular meeting. <br />kv <br />
