DISCUSSION OF ABAG cont'd.: <br />At Councilman Aiken's request, the following statement is incorporated, <br />without objection, at this point of the Minutes: "I cannot support a <br />blanket approval of regional government. I support regional solutions to <br />air pollution and water pollution but cannot support other items that <br />ABAG has discussed as being necessary, specifically, garbage disposal and <br />heliports." <br />MOTION, SECONDED AND CARRIED: Councilman Davey moved, Seconded by Fowle, <br />that the Town's official statement to ABAG at this time be as follows: <br />without advancing any support of the Association of Bay Area Government's <br />structure and while reaffirming our support of regional solutions to such <br />problems as cut across political boundaries, such as air pollution and <br />water pollution, the City Council of the Town of Los Altos Hills is greatly <br />disturbed over the apparent lack of proper fiscal accounting procedures <br />followed by the Association of Bay Area Governments. Therefore, we urge <br />a complete revamping of the fiscal accounting system after appropriate <br />investigation by an outside body. The Motion was carried by a majority <br />voice vote, Councilmen Aiken and Benson opposed. <br />Scheduled Item No. 2. REEL 5 <br />TRAFFIC SIGNAL AT ST. NICHOLAS SCHOOL: SIDE 1 <br />TRACK 3 <br />City Aanager noted that the County had determined that installation 211 <br />costs for a traffic signal head and sensing device to permit safe exit <br />from St. Nicholas School would not exceed $600. City Manager recommended <br />the installation and noted the general fund could provide the necessary <br />funds. <br />4W NOTION, SECONDED AND CARRIED: Councilman Aiken moved, .Teconded by Davey, <br />that the signal be installed, at a cost not to exceed $600, was carried <br />unanimously by roll call vote: Ryas: Councilmen Aiken, Benson, Davey, <br />Fowle, Mayor Henley. Noes: None. Absent: None. <br />Scheduled Iter„ Ho. 3. <br />DISCUSSION OF SEPTIC TANK ORDINANCE: <br />REEL 5 <br />SIDE 1 <br />TRACK 3 <br />Councilman Aiken noted proposed changes in the Ordinance and suggested 22d <br />discussion and the First keading of the Ordinance deferred. Thr. E. <br />Pearl, Santa Clara County Health Department, stated that the Health <br />Department felt the Ordinance shouldbe adopted as presented and cautioned <br />the Council against watering down the Ordinance by eliminating necessary <br />safeguards. He urged the Council to expedite proceedings for the proposed <br />Sewer Assessment Districts Nos. 2 and 3, as the Health Department considers <br />the S_ptic Tana- Ordinance as a stop -gap measure. Council discussion was <br />deferred without objection. <br />Schodulad Item A. <br />DISCU5_100 OF OFFER TO PURCHASE LITTLE LZY.GUE PROPERTY: REEL 5 <br />SIDE 1 <br />City Manager noted that the appraised value of this seven acre parcel TRICK 3 <br />is $31,000 an" suggested Town make an offer of $31,000 for the 347 <br />property and begin negotiating the tarns of sale. <br />00 MOTION, SECONDED AND CARRIED: Councilman Benson moved, Seconded by Aiken, <br />that Council instruct the Staff to make an offer of $31,000 for the <br />property and proceed to negotiate terns of sale, which will be subject to <br />Council approval, was carried unanimously by roll call vote: Ayes: Council- <br />men Aiken, Benson, Davey, dawle, iLayor Henley.
