CITY COUNCIL <br />,10 TOWN OF LOS ALTOS HILLS <br />x <br />MINUTES OF A SPECIAL MEEETING <br />November 8, 1968 <br />REEL 13 - SIDE 1, TRACK 4 - FOOTAGE 915-1296 <br />Mayor Wm. Ross Aiken called the Special Meeting of the City Council of the <br />Town of Los Altos Hills to order at 9:36 A. M. in the Council Chambers of <br />the Town Hall, 26379 Fremont Road, Los Altos Hills, with the following <br />members answering roll call: Present: Councilmen Benson, Davey, Fowle, <br />Mayor Aiken. Absent: Councilman Helgesson. <br />City Clerk read letter from Lowell W. Morse, dated November 8, 1968, <br />tendering his resignation as City Manager of Los Altos Hills, effective <br />December 15, 1968, due to acceptance of a business position involving <br />property and investment management. <br />Council expressed their appreciation to Mr. Morse for his excellent service <br />and achievements during the past two years. <br />SCHEDULED ITEM: <br />FOR THE PURPOSE OF CONSIDERING A REQUEST TO PAY FOR A SURVEY NECESSITATED <br />�Y BY THE GIFT OF A 25 ACRE PARCEL OF PROPERTY TO THE TOWN. SAID PARCEL IS y �O <br />ADJACENT TO THE PRESENT BYRNE PARK. <br />City Manager presented proposed subdivision of the 91 acre parcel adjacent <br />to Byrne Park, noting that negotiations with Mr. A. G. Lambert, President <br />of Gerard Homes of Los Altos, and Mrs. Betty Byrne De Zahara have produced <br />a proposed park donation. The proposed donation consists of approximately <br />25 acres, which would provide a corridor linking Byrne Park with the <br />proposed County park on the Duveneck Lands. <br />City Manager noted the following significant factors of the proposals: <br />1) In order to help the low density development in the MAPS Area, sewer <br />lines will not be installed in the portion of the proposed subdivision which <br />naturally drains toward Moody Court. <br />2) The proposed park donation will provide an excellent buffer zone between <br />the Byrne Park and the MAPS Area, which is planned for extremely low density <br />development. <br />3) Slope density requirements would allow the development of 58 lots, but <br />the tentative map to be submitted will request only 46 lots. <br />4) Based on the appraisal of the Byrne property at $8,000 per acre, the <br />Town would be receiving as a gift land valued at approximately $200,000. <br />City Manager stated that the developer had requested that the Town survey <br />the entire parcel as the only condition of the gift. City Manager further <br />{` stated that the estimated cost of $6,500 for surveying the parcel would not <br />be paid by the Town if the park donation does not come to fruition. <br />
