MINUTES OF A REGULAR MEETING
February 15, 1965
The Regular Meeting of the City Council of the Town of Los Altos
Hills was called to order byMayor Wm. B. Clayton, Monday,
'February 15, 1965 at 8:00 P. M. at the Town Hall, 26379 Fremont
Road, Los Altos Hills, California.

ACTION:
U Adopt Minutes of February 1, 1965
as submitted.
COMMUNICATIONS:
1: City Manager read communication from State Senator Clark L.
Bradley dated February 10, 1965 requesting a.Town resolution
supporting a Constitutional Amendment regarding the reappor-
tionment of the State Senate of California.
ACTION:
That Senator Bradley's letter dated February 10,
1965 be filed in accordance with the precedent -
established by the Town.

Commissioner Ashby read recommendation Of approval of
Planning Commission, referring to .its comments as to
Section 5.6, (b), Item 3j.(appropriate screening):.
Discussion deferred to "ORDINANCES" on the Agenda.
3. Ordinance Nal. 102.
Commissioner Ashby repotted the Commission recommended

approdalof.theproposed Ordinance No. 102, with the excep-
tion that Section 4; Standards,
and:Conditions, be reworded
to=indlude provision for .per lot assessment".
It was discussed by the Councilthat since "per lot assess-
ment"'is still under consideration requiring considerable
study, that Ordinance No. 102 should be considered as proposed
and if per lot assessment is adoptedthe ordinance could
easily be amended. .
Councilman Aiken reported he had spoken With Commissioner Hibner
who has worked out a formula for ler lot assessment" that is
well worth studying and suggested a detailed discussion in
the near puture on this .matter.
The Second Reading of Ordinance No. 102was deferred to
"ORDINANCES" ontheAgenda.
OLD BUSINESS:
1. Planning Commission Appointments.
' ACTION:
That Commissioners Don T. Hibner and Melvin L.
Hawley be re -appointed to the Planning Cemmis-
sion for a term of four years.
MOTION: Henley; SECOND: Fowle
Motion and Second were .withdrawn and action deferredto end
of Agenda.
NEW BUSINESS:
1. Police Report -Councilman Aiken.
In studying the traffic problem in Los Altos Hills, Council-
man Aiken praised the present police coverage, however, he
contended there is a greater need for more police patrolling

and control. In order to increase the present police.
protection, Councilman Aiken offered the following Motion:
LCTION:
That the Council instruct the City Manager to change
the present policy-of paying the City Inspector
(who is also Chief of Police) and himself mileage
for the use of their personal vehicles for Town
business.
- Instead_, I move that the City Manager secure two
used police vehicles to be used for official
transportation at all times and for all purposes
which are legally permissible,
I also move that the City Manager be appointed
Assistant Chief of Police, and that both he and
the Chief be equipped to give citations for law
violations in this Town.
MOTION: Aiken; SECOND: Bowler
Councilman Aiken explained that the purpose of this move is
to increase the actual and the visible law enforcement -
-�.� literally and psychologically.- Since alarge proportion
of traffic law-enforcement is accomplished by the frequent
sighting of clearly marked patrol cars, the use of two such
cars in almost constant use will greatly increase the
effectiveness of our police endeavors. Just the presence
of two such cars should modify the speeding on our main
streets. -
Queried asto costs, Councilman Aiken said the cars could be
leased or used cars purchased from the. County Sheriff's office,
with the firm belief that money will be saved by the increase
of effective patrolling of the Town. The County Sheriff's
office has approved this plan.
In discussing the Notion, it was pointedout that the official
use of the City cars should be clearly defined so as to avoid
Town criticism; however, Councilman Liken said the language
of the Motion was purposely made broad since the intent was
not to provide transportation but to achieve the psychological
effect of increased visiblelaw enforcement".
A study showed the present insurance coverage was adequate.
It was also explained that when there are police problems,
the Town's people will still call the Sheriff's Office and not
the City Manager or City Inspector.

2. Fremont Hills Development Co. - Drainage Deposit. -
City Manager read letter dated January 28, 1965 from Fremont
Hills Development Co. signed by Wm. D. Coldiron, requesting
releaseof drainage deposit and reimbursement for cost of
culvert.
Mr. Coldiron amplified the statements in his letter and quoted
a corrected total contribution for drainage as being over
$1],000.
Since considerable information will be -required for the Staff
and the City Engineer to work out proportional cost figure
for Council consideration, the following Motion was made:
ACTION: - -
��. That the Council table this item awaiting a report.
from .the Staff on the history of the situation and
a report from the Engineering Department as to the
relative costs and areas of benefits involved.
MOTION: Fowle;SECOND: .Henley; VOTE: Passed unanimously.
3. Quarry - Page Mill Road.
The Mayor reported he had received several calls regarding
a quarry on Page Mill Road and -invited comments from the
Floor.
The following residents were present and objected to the
operation of the quarry as being against the rural atmosphere
of the Town and a hazard to the safety and welfare of the
y community:
Mrs. M. Weisbart M. Moffat, Committee for Green
Wallace Stegner I. Robb, Matadero Hills- (Foothills
W. R. George H. Seward
John Ewing F. Berg -
Dr. Stegner requested the Town protect itself and its
.citizens by indicating to the Division of Highways that -
�; any bid made on .the basis of location of the quarry should

be scrutinized as to its dubious legality and that the
Citizens are strongly opposed to this quarry.

NEW BUSINESS: Quarry (Cont'd.):
Further discussion resulted in the City Council enacting the
following sense resolution:
ACTION: "
That itis the sense of this Council that it
believes the operation of property as a quarry on.
formerland of Elsie Taaffe, Lot 15 of Blanco
Rancho Subdivision, would be against the public
health, safety and welfare, and
- That it is the intention of the Town to oppose
it with all legal means.

ACTION:
That the City Attorney be instructed to prepare
a suit to enjoin the further activation of the
quarry in question and to file said suit if
the facts resulting from his research so warrant.

Further discussion followed on the existing Town regulations
pertaining to the quarry, the City Attorney commenting on
the problems involved in traffic control and weight limitations.
The Council will stand-by for a Special Session, if deemed
necessary to implement the foregoing actions.
4. Use of Town Hall.
The Mayor reported he had been approached on the daytime use
of the Town Hall for special one-time occasions and requested
the Council to reconsider their action in view of the enlarge-
ment ofthe :Town Hall.
ACTION:
That the Town Hall be available for any
�.� appropriate and lawful use at such time the
Town Hall is not being used for City purposes.

��.. It was discussed that in allowing daytime use, a well. ordered
.meeting will be necessary so that City business will not be
disrupted; that the Conference Room will be left tidy; and
that -the use will be at the discretion of the City Manager.
AMENDED MOTION:
That the Staff be empowered to regulate its
use and that an advance reservation of two
weeks will be required.

5. John Riley, Kaplan Subdivision - Deviation .from Approved
'Improvement Flan. -
Deviation is to save oak tree by installing a concrete retain-
ing wall and leaving approximately 3 feet of area for path
instead of 6feet asoriginally. planned.
ACTION:.
That the deviation from approved improvement
plan of John Riley, Kaplan Subdivision be
approved, subject to the approval of the City
Engineer.

VARIAANCES:
1. Taaffe, J.0. (V-214-65) - Request for Reduction of Setback.
Requirement to 18 Feet for addition of bedroom and carport.
ACTION:
That the request of J. 0. Taaffe (V-214-65) for
setback reduction be approved, in accordance
with the recommendation of the Planning Commission.

Mr. D. A. Phillips, in his letter dated February 15, 1965,
I equested the Council to delete the designation "Not a
_Building Site" on Lot #3 as a condition of approval.
The City Attorney stated the Final Map could be approved by
deleting this requirement and have the records reflect the
stipulation that Lot #3 will not, be further. divided...
.ACTION:
That the Final Map of Black Mountain Subdivision,
Tract No. 3908, be approved, deleting the
requirement that Lot #3 is "Not a Building Site";
however,- approval is given with the stipulation
that Lot#3 will not be further divided as it is
without approved access to a public road.

1. Ordinance No. 102 (Revision of Ordinance No. 99) -Second Reading.
Reviewing the recommendation of the Planning Commission, it
was the opinion of the Council that should 'per lot assessment"
be adopted, this ordinance could easily be amended.
The City Attorney read the title of Ordinance No. 102, an
Ordinance of the Town. of Los Altos Hills requiring approval
of certain sites before issuance of building permits,
establishing a procedure therefor, and establishing
penalties for violations, and repealing Ordinance No. 99•
ACTION'.' That the balance of the reading of Ordinance No.
102 be waived. -

2. Ordinance No. 104 bending Ordinance No. 29 relating to
Undeiground ti ities. First Reading.
Ordinance No. 104 provides exceptions £cr unlor,;rouwc wiring
as required by Ordinance No. 88.
It,was the recommendation of the Flanning Commission that
Section 5.6, (b) 3 of this Ordinance be further reviewed
since it might place undue burden on the Staff as to judg-
ment and enforcement.
In reviewing this section, the Council was of the opinion
that bonding would be too complex and expensive and that the
slow'growth of newly planted trees would defeat the purrose
of screening; therefore it was the judgment of the Council
that only existing screening will be. allowed.
The City Attorney was instructed to underwrite Item 3 as
follows: "3. The installation will be screened by natural
vegetation which -is already in existence at the time of
application."
- The City Attorney read the title of Ordinance No. 104, an
Ordinance of the Town of Los .Altos Hills amending Ordinance
No. 29 of said Town by adding thereto certain sections
dealing with placement of certain utilities underground.

1. Bills, in the amount of TWO THOUSAND EIGHT HUNDRED FORTY-THREE
DOLLARS and Sixteen Cents ($2,843.16), were presented by
Councilman Fowle.

That the bills, as presented, be approved; that
the City Clerk be authorized to draw the
appropriate warrants.

OTHER BUSINESS:
Ci'.- l: Mr. H. Kaiser, of James Hill Subdivision, stated he had.
permission from the City of Falo Alto to hook into its sewers
and requested approval from the Town of Los Altos Hills.
Mr. Kaiser was informed the Town has no objection to this
arrangement, but that he should be aware there are require-
-- "-ments of 1'110 ''lto and of,the County Health Department to be
met and that, in dealing privately, adequate protection
should be arranged.
The Mayor adjourned the meeting at 10:00 F, M. to a personnel
and Litigation Study Session.
At 10`.46 F. M., the Mayor reconvened the meeting asking for
further business to be brought before the Council; there being
none, the meeting was adjourned.
