_ NEW BUSINESS: Police Protection Report (Cont'd.): <br />/may <br />and control. In order to increase the present police. <br />protection, Councilman Aiken offered the following Motion: <br />LCTION: <br />That the Council instruct the City Manager to change <br />the present policy-of paying the City Inspector <br />(who is also Chief of Police) and himself mileage <br />for the use of their personal vehicles for Town <br />business. <br />- Instead_, I move that the City Manager secure two <br />used police vehicles to be used for official <br />transportation at all times and for all purposes <br />which are legally permissible, <br />I also move that the City Manager be appointed <br />Assistant Chief of Police, and that both he and <br />the Chief be equipped to give citations for law <br />violations in this Town. <br />MOTION: Aiken; SECOND: Bowler <br />Councilman Aiken explained that the purpose of this move is <br />to increase the actual and the visible law enforcement - <br />-�.� literally and psychologically.- Since alarge proportion <br />of traffic law-enforcement is accomplished by the frequent <br />sighting of clearly marked patrol cars, the use of two such <br />cars in almost constant use will greatly increase the <br />effectiveness of our police endeavors. Just the presence <br />of two such cars should modify the speeding on our main <br />streets. - <br />Queried asto costs, Councilman Aiken said the cars could be <br />leased or used cars purchased from the. County Sheriff's office, <br />with the firm belief that money will be saved by the increase <br />of effective patrolling of the Town. The County Sheriff's <br />office has approved this plan. <br />In discussing the Notion, it was pointedout that the official <br />use of the City cars should be clearly defined so as to avoid <br />Town criticism; however, Councilman Liken said the language <br />of the Motion was purposely made broad since the intent was <br />not to provide transportation but to achieve the psychological <br />effect of increased visiblelaw enforcement". <br />A study showed the present insurance coverage was adequate. <br />It was also explained that when there are police problems, <br />the Town's people will still call the Sheriff's Office and not <br />the City Manager or City Inspector. <br />-3- <br />
