TOWN OF LOS ALTOS HILLS
MINUTES OF A REGULAR MEETING
July 19, 1965
The Regular Meeting of the City Council of the Town of Los
Altos Hills was called to order by Mayor Albert I. Henley,
Monday, July 19, 1965 at 7:52 P. M. at the Town Hall, 26379
Fremont Road, Los Altos Hills, California.
ROLL CALL: PRESENT: Councilmen Aiken, Bowler, Fowle
Mayor Henley
ABSENT: Councilman Clayton
PLANNING COMMISSION

AFPROVAL OF MINUTES: July 6, 1965.
ACTION:
Adopt Minutes of July 6, 1965
as submitted.
COMMUNICATIONS:
1. Henry C. Clausen - Letter dated July 13, 1965• Mr. Clausen,
owner of acreage between the proposed Junipero Serra Freeway
and St. Nicholas School, requested to be on record as favor-
ing a change of the present zoning ordinances to allow
multiple dwellings within his area..
Letter was ordered filed.
1. Peninsula Division, League of California Cities Meeting -

location - Los Altos Hills Country Club (Adobe Creek Lodge).`
OLD BUSINESS:
1. Reduction of Speed limit on Fremont Road, between_ Manuella
Td one epcinn Roads.
City Manager read report dated July 16, 1965 (submitting
diagrams) from Deputy Sheriff P. H. Dewey, Santa Clara County
Sheriff's Department, recommending the reduction of the speed
limit to 25 MPH on Fremont Road, between Manuella and Concepcion.
OLD BUSINESS: Reduction of Speed Limit on Fremont Road (Cont'd.):
In addition to the traffic investigation required to effect
such a change, there is a further requirement in the Vehicle.
Code of the State of California that an engineering report
be submitted.
ACTION:
That the City Engineer be instructed to submit `
a report on the reduction of speed limit on
FremontRoad, between Manuella and Concepcion
Roads.
MOTION: Aiken; SECOND: Bowler; VOTE: Passed unanimously.
This item will be taken up at the August 2nd meeting.
2. Pedestrian/Eeuestrian Underpass at Page Mill Interchange.
Councilman Fowle., representing the Council, reported on a
meeting with interested citizens, State Highway Engineers
and some Staff of the City of Palo Alto. Safety was the
basic argument submitted by the citizens, but the State
Engineers' studies revealed a very low accident rate occurring
at approaches and exits from a freeway where there is suitable
signing. However, they admitted having no background in
regard to horses and, with this in mind, would reconsider
such a crossing if valid arguments were presented to sub-
stantiate the horse population which will cross at this inter-
change and local participation in sharing the cost for this
special situation.
ACTION:
That the Town of Los Altos Hills go on record
asapproving a contribution of approximately
$1,000.00 for a crossing.
MOTION: .Fowls; SECOND: Aiken
Councilman Fowle reported the plan for such a crossing was
for one long tunnel costing $60,000, or an alternate plan
of four shorttunnels, approximately $6150,000.
Councilman Aiken, although agreeing to the necessity of a
pedestrian and horse crossing, was opposed to a tunnel due
to the inherent dangers, and ..favoredthe push button light
type of control, which would cost approximately $25,000.
Mrs. I. Goldsmith, who had attended the meeting, explained
the details which would besubmitted in a report to the
r 6 Highway authorities.

OLD BUSINESS: Equestrian Underpass (Cont d.):
It was discussed by the Council that any contribution
should be made for an "acceptable" crossing and that the
amount be based on a percentage of the 1965-66 fiscal budget..
AMENDED MOTION:
That the Town of Los Altos Hills go on record as
approving a contribution for an acceptable cross-
ing of 1% of the next fiscal year's budget.
AMENDED BY: Bowler
Councilman Aiken preferred not to second the Motion and
suggested the contribution be 3/4 of 1% of the budget, a
more appropriate figure for the Town's budget. Councilman
Bowler agreed to this further amendment, withdrawing his
Motion.
AMENDED MOTION:
That the Town of Los .altos Hills go on record
as approving a contribution for an acceptable
crossing at the Page Mill cloverleaf of 3/4 of
1% of the 1965-66 fiscal budget.

Following discussion on the Motion, Councilman Bowler stated
the point must be made that whether or not all citizens
approve of horses, the horses are here and an integral part
of the rural atmosphere for which the Town was incorporated,
and the Council nust make the kind of provision that makes
for co -existence within the Town.

N EW BUSINESS:
].. Tree Planting throughout the Town.
Commissioner Hawley reported the Planning Commission has
long been concerned on ways to encourage better tree planting
along the streets to maintain the rural atmosphere of the
Town and requested the -Council to appoint a committee, with
,experience in this field, to submit a comprehensive report
as to kinds of trees and shrubs, cost of the plantings, and
means of financing ( a community effort, i.e., Arbor Day),
�---) plus a study to determine the cost to the Town in acquiring
the necessary equipment to have the trees planted and maintained.

NEW BUSINESS: Tree Planting(Cont'd.):
With full consent of the .Council, the Mayor will appoint
a committee within the next few days and requested Mr.
Towle, President of the Los Altos Hills Association, to
suggest a name of a member who would be willing to. serve.

1. Frank, Thomas P. (V-224-65) - Reduction in Setback and
Grading Requirement.
ACTION:
That the request of Thomas Frank (V-224-65)
for reduction of setback to 30' from Quail
Lane be approved as submitted, in accordance
with the recommendations of the Planning
Commission.
MOTION: Fowle; SECOND: Bowler; VOTE: Passed unanimously.
USE PERMITS: -
1. Voorhees, Dr. Vanderveer (UP -225-65) - Request for Secondary -
Dwelling.
ACTION:
That the request of Dr. Vanderveer Voorhees
(UP -225-65) for secondary dwelling be approved,
in accordance with the recommendations of the
Planning Commission.
MOTION: Aiken; SECOND: Bowler; VOTE: Passed unanimously.
BUL,LDING SITE APPROVAL:
1. Hansen, Kenneth R. (BSA -21-65) - Engr. Clegg & Faulk.
Although a Record of .Survey does not attest ownership,
Councilman Aiken was of the opinion the name of the property
owner should be identified with the lot being approved on
all future record of surveys.
ACTION:
That the Record of Survey dated "'ay, 1965
(Hansen, Kenneth R -BSA-21-65) be approved
in accordance with the Check List and approving
agencies, including the in -lieu payment for
improvements fronting on Elena Road (Josefa).

2. Silver, John 1.. (302-65) - Farr. Nolte.
i CTION:
That the Tentative Map of John A. Silver (302-65)'
2 lots, be approved subject to the conditions of
the Planning Commission Check List, and
That approval of the Final Map will be considered
only after submission of Health Department
approval on Lot #l.
MOTION:. Fowls; SECOND: Bowler; VOTE: Passed unanimously.
3. Vhitman James H. (303-65) - Request for Subdivision under _
Section-3.40 trdinance #69 - Engr. H. Mulberg.
ACTION:
That the Tentative Map of James A. Vhitman
(303-65) be approved in accordance with the
recommendations of the Planning Commission
and approving Agencies.
MOTION: Bowler; SECOND: Fowls.
Councilman Aiken requested the motion include some
assurance the kitchen will be removed 'as required by
the Planning Commission.
^,MENDED MOTION: -
Permission will be given to file a Record of
Survey lisp in lieu of a subdivision map, but
with the proviso that leave to file will be
given only on evidence that the condition of
removal of the kitchen from the guest cottage
has been accomplished.

ACTION:
That the Final Map of H. S. Rust, Tract No. 4952,
be approved.

ORDINANCES:
1. Ordinance No. 106 - Second Reading.
The City Attorney read in its entirety Ordinance No. 106,
an Ordinance of the City Council of the Town of Los .Altos
Hills, amending Ordinance No. 69 of said Town by adding
thereto a new sub -section requiring a public hearing by
the Planning Commission on each Tentative Subdivision Map,
providing for notice of such hearing, and amending the
time limitation for Planning Commission action and other
Sections in conflict thereto.
In summary, the ordinance requires notice of public hearing
on all .Tentative Maps be sent to property owners within a
radial distance of 500 feet., with conditional exceptions
noted therein, that the names and addresses shall be supplied
�l by the applicant at the time of filing of the map, and that
the period in which the I'larnin3 Commission shall act on the
.Tentative Map be increased to forty days.
ACTION:
That Ordinance No. 106 be adopted as read.

n OTHER BUSINESS:
* 1. City Manager read letter dated July 19, 1965 from Riley &
.Floyd, Civil Engineers, advising as a matter of courtesy
that grading of the in -tract streets of Tract No. 3875,
?.ltaront Hills (former Carver property), Santa Clara County,
will begin this week.
2. Councilman Fowle reported that discussions between this City
and Isla Alto on the extension of Palo Alto sewers to
Los Altos Hills have reached an impasse and requested Council
approval of preliminary discussions by the Staff and/or
Council members of Falo alto and Los i:ltos Hills.
The Mayorannouncedsuch discussions had the full arproval
of the Council.
3. City Engineer sub --pitted copies of the Second Draft of
Standard Specifications for Subdivisions dated July 1965.
The 1 ayor suggested, that prior to Council consider9.tion,
copies of the Standards be forwarded to the Planning Commission
7, limited number of copies will be available at the Town
Hall for interested citizens.
