On behalf of the Planning Commission,_ Chairman Alter presented
and read in its entirety for Council adoption, Resolution No.
314, urging action by the Board of Supervisors of the County
of Santa Clara in opposition to enlarged- quarrying operations by
Kaiser-Permanente Cement Company.

Adopt Resolution No. 314 as read.

The Mayor instructed that copieso£the Resolution be Forwarded
to the Board of Supervisors, City of Palo Alto, City of Los Altos,

l.- Review of Budget.
Following discussion of the Unappropriated Surplus (path fund),
Special Projects (overall sewer study within Los Altos Hills),
Accounting .and Audit, the,Mayor requested that at the time
future budgets are proposed, the City Manager prepare an
accompanying unaudited financial statement showing the specific
amounts in each separate -fund for the past fiscal year.
2. Review of Policing.
Mayor Henley reported a Citizens' Committee of five to seven
members is being formed from the names submitted and that a
report will be forthcoming as soon as possible on the amount
of policing required and the manner in which it should be
provided. -
Council was gratified at the response of the Town's people to
this important Citizens' Committee.
Public Address System.- Town Hall. -
Councilman Aiken referred to his written recommendations dated
August 20, 1965 for a 10 -watt amplifier sound system with nine
microphones (1 lavalier mike), 2 column loudspeakers and the
latest automatic control device, at a cost of $470.00. This
estimate was submitted on the basis that two citizens of the
Town have volunteered their services for the installation.
ACTION:
That the Council approve the installation of a
sound system in the Town Hall, as generally described _
in Councilman Aiken's report dated August 20, 1965,
said system not to exceed 96500.00..
MOTION: Aiken;. SECOND: Fowle
Councilman Bowler suggested the Motion be amended to include
the allocation be increased to include installation charges;
however, it was discussed as to whether or not this was the
best arrangement wherein .the installation was not guaranteed.
Council compared .cost and. equipment of other bids submitted -
(a difference upward of approximately $50.00) which included a
warranty on the installation and, parts of the system, but did
not contain the automatic control device.
Since the Council considered thecompresser/limiter a vital
part of the 'system, the Motion and Second were withdrawn and
the City Manager instructed to obtain resubmission of bids
to include nine microphones and the compresser/limiter.
Since the device is not yet on the market, Councilman Aiken

f offered to obtain the new automatic control as he is a
consultant to the,firm but is in no way concerned with the
promotion or. sales. On this basis,. there can be a comparison
of all bids and an estimate of the installation costs.
This item will be considered at the September 20't meeting.
NEW BUSINESS: -
1. RhusRidge Ranchos Unit No. 2-- Request for Six Months Extension
for Filing Final -FIT
ACTION:
That the request for six (6) months extension to
March 8, 1966 for filing Final .Map of Rhus Ridge
Ranchos Unit No. 2 be granted. -
MOTION: Bowler; SECOND: Fowle; VOTE: Passed unanimously.
2. Whitcomb, Gladys - Request for One -Year extension for Filing
Final Map. -
ACTION:
That the request of Gladys A. Whitcomb for extension
of one (1) year to October 5, 1966 for filing Final
- Map be granted.
PYOTION: Fowle; SECOND: Bowler; VOTE: Passed unanimously.
3. Towle, R. W. Los Altos Hills Association - Preface to Zoning
Ordinance. (Standard Specifications for Subdivisions)
Mr. R. W. Towle, President of the Los Altos. Hills -Association,
recommended
recommended as asubstitute for the last paragraph, or alter-
nately as an additional sentence to the preface of .the Standard
Specifications for. Subdivisions, as follows:
"Particular attention is directed to the paragraphs
regarding one acre minimum building sites, and the
option allowed the City of the Town of Los Altos Hills
to -require larger than one acre building sites where
topography warrants."
Mayor Henley .read the adopted preface and also read in its
entirety Mr. Towle's letter dated August 18, 1965 justifying the
proposed (above) amendment. Council had no objection to
including this sentence since it pointed out the Town's basic
law of one acre zoning.

That the sentence as suggested by the Los Altos
Hills Association be added as an additional
sentence to the Preface of the Standard Specifi-
cations .for Subdivisions; and
That the final paragraph of the existing Preface
be amended to include the phrase "for preliminary
study" between the words 'solutions' and 'to',
and insert the word "final" between the words
'possible'. and 'approvah

3. Hemmeter Division -of Land - Request for Filing Record of Survey
in lieu of Final Map fort -lot Subdivision.
City Manager reviewed all Minutes pertinent to the background
of this subdivision.
Engr. J. W. Riley, representing Mr. Geo. T. Hemmeter, reported
that 75' of the offending drainfield has been relocated on
Lot #1 to the satisfaction of the Health Department and there
is an agreement between Messrs. Hemmeter. and R. L. Jones, owner
of Lot #l, which will allow the abandonment of the two easements
across parcel #2.Engr. Riley further stated that the required
30' dedication will be accomplished by deed and that the Record
of Survey will be marked "Lot #2 - Not a Building Site".
Discussion followed on the nature of the request of the applicant
and relevant comments were heard from Messrs. R. L. Jones,
Paddock and R. W. Towle, President of the Los Altos Hills
Association. The Council was assured there were no objections
from the concerned parties.
ACTION:
That the request of George T. Hemmeter to file a.
Record of Survey be granted in accordance with the
approving agencies and that Mr. Hemmeter file a
dedication of the thirty (30').feet along Magdalena
Road.

- Tn answer to Mr. Jones, the City Attorney ruled that Lot #1
remains a. valid building site, however, the City Ordinances
require that a Record of Survey or Final Map must be recorded
before 'a building permit can be issued.
The Question was called. VOTE: Passed unanimously.

'5• Sewer Aosessment District. No. 1-65.
Mr. Andrew Hall, of Wilson, Jones, Morton & Lynch (Counsel).
and Mr. Eugene Fastin, of Mastin & Kingston (Engineers) were
present. Mr. Mastin explained there are 14 one-acre lots
involved in the area of Elena Road and Crescent Lane, 3 lots
presently owned by the School District, and that tonight's
action is a preliminary approval of the plans and. in no way
binding upon the Council. No action is official until after the
hearing calling for sealed proposals; following this hearing,
each owner will be notified of the estimate of the assessment
and time of hearing for Protests.
Mr. Fastin assured the Council the Town will in no way be
involved with the notice of hearings, collections, etc. and
- in the event the bond issue fails, the Districtisprepared to
bear all costs. The Town is required to expend monies for
one publication, but will be reimbursed. The Mastin & Kingston
Office bear all liability and responsibility in forming the
.assessment district for the Town.

`0. 6. Corbetta, Louis P. - Request for Reconsideration of Requirement
fop Sanitary Sewers - Corbetta Subdivision Unit No. 2.
Player Henley read letter dated August 30, 1965 .from Mr. L.
Corbetta supporting his request that Unit #2 be approved with
septics, and letter dated August 25, 1965 from Mr. K. F. He,
President of Target Engineering Company, to Mr. Louis P.
Corbetta informing him if sewers are required for the Silent.
Hills Subdivision, the subdivision cannot be financed and will
not proceed.
In view of the established policy of the Council to require
sewers wherever feasible (see Minutes of August 16, 1965),
Councilman Fowle proposed the following solution as verbally
suggested by Fir. E. M. Pearl, Public Health Officer of. the
County of Santa Clara:.
The Council's present approval of the Tentative P?ap
of Corbetta Subdivision, Unit #2, .subject to approving
agencies, is to remain, but with the condition to place

-and.-cap. in-tract_sewer- facilities -(awaiting final con- --
nection to the sewer system), and with the further re-
quirement to post a bond to ensure that Mr. Corbetta's.
pro -rata share of the assessment is available at the time
the District is formed.

NEW BUSINESS: Corbetta (Cont'd.):
Discussion followed as to the formation of an assessment
district and the City Engineer reviewed the McCandless Office
"Study report to determine feasibility for sanitary sewerage
in the Town of Los !altos Sills and Map, Exhibit , dated
September 1965. The report indicated it is feasible to sewer
the southern portion of the Town, however, the City Engineer
said there are many unanswered questions on Page 2 which would
require further study and must be satisfactorily investigated
in regard to capacity of existing trunks and treating facilities,
willingness of the receiving and treating agencies, etc.
Mr. Corbetta stated he could agree with the in -tract facilities
for Unit #2 (in. later discussion Mr. Corbetta agreed to install
the dry line to Altamont Road which would serve both Units 'Ill
and #2 - 8lots), but was opposed to an indefinite bond since
it might take a year or more to form such a district. However,
M:r. Corbetta stated he would cooperate in every way in the
movement toward creating an assessment district.
Following discussion, Council concurred the posting of a bond
was not practical and in light of the decision to reauire sewer
connections wherever feasible, Councilman Bowler proposed a
ground rule. which would require such a connection where the
City was preparing to move forward with a sewer district; ar_d
where it is not feasible, capped in -tract lines would be required.
Thiswould be subject to the Engineer's further study and
direction as to the feasible areas.
ACTION
That the City Clerk is instructed to advise Mr. E. M.
Pearl, of the Santa Clara County Health Department,
that the City Council accepts his recommendation
_ relative.to the drypipe line to Altamont Road in the
--
Corbetta _Subdivisions, and
That the Council rejects his suggestion as to a bond as
not being practical,. and in lieu of the bond, the Council
is taking a firm stand on its decision to form a sewer
.assessment district.
This directive is to further include that. the Council
recommends that septic tank permits be issued under
these circumstances.

in order that a concrete proposal be obtained.

connections when feasible.

OTHER BUSINESS:
1. Pension Flan for Town employees - The Chair directed this be an
item of the Agenda for the September 20% meeting.
2. Proposed Ordinance No. 110 - An ordinance of the Town of Los
;otos Hills, amending ordinance #29 of said Town by adding
thereto certain provisions relating to the characteristics
of structures to be constructed within said Town. The City
Attorney explained the proposed ordinance is a result of the
Council's concern of dwellings having the atmosphere of other
than single one family residences.
The Chair requested the first reading be delayed and copies
�> forwarded to the Council for its study.
3. Sewer Study.
The Chair requested 1) more specifics as to the $4,000 study
.requested by City of Los Altos, 2) that the City F,ngineer
provide the Council with an overall survey, and 3) that the
City Engineer contact Mr.- James T. Pott to request the State
Highway. Department to install a dry line through the Freeway at
every crossing in line with the Town's official policy.
In the meantime, the City Engineer should begin studying the
rest of the Town while continuing the general study and
conference with the City of Los Altos.
