B. Clayton, Monday, October 5, 1964 at 7:56 F. M. at the Town Hall, 26379 Fremont Road, Los Altos Hills, California. ROLL CALL: PRESENT: Councilmen Aiken, Bowler, Fowle Mayor Clayton ABSENT: Councilman Henley MINUTES: September 21, 1964. ACTION: Adopt Minutes of September 21, 1964 as submitted. COMMUNICATIONS: 1. Letters and petitions relating to traffic deferred to Committee Reports, Traffic Study. 2. Letter dated October 5, 1964 signed by the Presidents of the Purissima and Bullis Parent Teachers Associations expressing appreciation to the Council for the prompt action in providing a crossing guard at Bullis School. 3. District Engineer, Division of Highways (JerryO'Shea) - Letter dated October 1, 1964 regarding Council action on lighting for Freeway interchanges. Los Altos Hills Association letter dated September 29, 1964, stating position as being opposed to such lighting. Both letters were read by City Manager and deferred to end of meeting. ANNOUNCEMENTS: None. VUfiI!I'T'TBE hb±UHTD': 1. Traffic Study - Staff and Councilman Aiken. The City Manager reported the Staff had cooperated with Councilman Aiken in a traffic study, and that Councilman Aiken - had prepared such a report for presentation. The City Manager stated the following communications and. (� petitions had been received in conjunction with the traffic problems: COMMITTEE. Huber Petitions: - St. Nicholas Women's Guild (72 petitioners endorsing Guild Res.) Dad's Club of St. Nicholas School (54 " 11 Club " ) Saint Nicholas Parish (486. petitioners) Councilman Aiken submitted and read "Traffic Safety Report" dated October 3, 1964, on file at the Town Hall. Summarily, the report suggested two courses of action: 1. Immediate installation of safety devices in the worst locations (primarily O'Keefe Lane and entrance of St. Nicholas School). 2. Institution of a town -wide safety study to - include all facets of the problem - vehicular, as well as pedestrian traffic ( including foot paths). . Councilman Aiken offered ten concrete proposals in an effort to reinforce the Town's determination to take remedial action now. Councilman Aiken personally expressed his appreciation to the Staff and the Mayor for their help. Councilman Aiken received a rising ovation'from a full hall. The Mayor on behalf of the Council thanked Councilman Aiken and the Staff for the survey. ACTION: That the Council approve the Traffic Safety Report, - dated October 3, 1964, with thanks, and to express "a general agreement with its subject. MOTION: Fowls; SECOND: Bowler; VOTE: Passed unanimously. Councilman Aiken proposed two motions in conjunction with the survey: - r ACTION: That the Council adopt recommendation No. 1, Items A through K (but excluding ➢, plus sub- stituting Natoma Road for Elena Road under Item _ H - Black Mountain Road at Elena) of the Traffic Safety Report dated October 3, 1964, and '..I That action be taken at the localities listed. MOTION: Aiken; SECOND: Fowls -2- COMMITTEE REPORTS: Traffic Studs (Cont'd.): It was discussed that a resolution to obtain the consent and ratification of the Santa Clara County Board of Supervisors would be required. The Question was called. VOTE: Passed unanimously. ACTION: That the Council authorize the Mayor to ask the Los Altos Hills Association to carry out the second recommendation of the traffic report by making a thorough study of pedestrian and vehicular traffic in the Town. MOTION: Aiken; SECOND: Bowler Councilman Henley arrived at 8:12 r. 11. Councilman Aiken explained the ultimate intent behind the motion is that a Standing Safety Committee be formed to be composed of (but not limited to the Association) residents of the hazardous areas - a Committee to whom the Town's people could meet with on all safety and traffic problems. Recommendations would then be made by the Los Altos Hills Association and brought before the Council for action. The Mayor distributed a sign-up sheet throughout the audience for volunteers on this Committee. Mr. Gardner Bullis pointed out very dangerous and long existing situations at Miranda and Manuella on Fremont Road. Mr. H. P. Corney, 14127 Miranda Road, commented on lack of double yellow line on Fremont Road, and. Mrs. A. Micheletti inquired of paths abutting Foothill College. Messrs. A. C. Carmichael, W. R. George, G. Austin, and Mrs. S. R. Jackson, as well as several members of the Dad's Club of St. Nicholas School, commented on the traffic problem. The Mayor requested the Los Altos Hills Association submit a sense report within 30 days to augment Councilman Aiken's traffic study. The Question was called: VOTE: Passed unanimously. T77U RTT IT NFRA- 1. Robleda Hills - Clarification of Public Utility Easements. Tentative Map was approved for 15 lots prior to the underground utility ordinance. The property was developed in units and when final maps were recorded, Ord. No. 84 was in effect. ( s Easements are provided for lots 3, 4, and %, however, there are three exist ng poles. Mr. Newman is requesting to be am NEW BUSINESS: Robleda Hills (Cont'd.): allowed to .place a pole between lots 3 and 4 with an under- ground splice; also a request to place an additional pole on lot 7 so those lines may be placed underground. To use the present poles, would entail boring 105 feet under the road and he is advised that at this distance, this is an impossibility. P;r. Newman presented photographs showing the natural dense scree -.r-'. ACTION: That the City Manager be authorized to convey to the Pacific Gas & Electric Co. the Council's approval for placing a 14 -foot pole at the common lot lines of Lots and 4 in the right of way of Fremont Road, Tract #3487. MOTI ON: Fowle; SECOND: Henley; VOTE: Passed unanimously. -t. Arthur Williams - Proposal for Exchange of Public Land. The City Engineer submitted a proposed design of the inter- section at Fremont and Concepcion Roads which, if acceptable to the Council, would not require any additional land from the Lands of Srthur Pulliam. - ',. condition of the approval of the Tentative k'ap required 11r. Williams to resurface a portion of Fremont. Road, but since this resurfacing was completed under flood damage control funds, it was proposed that the cost of improvements that would normally be required could be .applied to the cost of the construction of the intersection. If additional land is required by the Town for widening of. the intersection, it was discussed whether the exchange of properties should be made on an equal footage basis. ' C'TI ON : That the request of 6.rthur Williams for exchange of public land be tabled until the October 196 Council Meeting. MOTION: Fowle; SECOND: Henley It was suggested a transcript be presented on a square footage basis with the amount of footage of each parcel to be exchangel and calculated values. The Question was called. VOTE: Passed unanimously. �� -4- 3. Acceptance of Improvements - Tract No. 3698 (Council Crest). The City Manager referred to letter dated October 5, 1964 from the City Engineer recommending that a two year maintenance bond be required of the subdivider by reason of the conditions observed in the pavement immediately follow- ing construction. Resolution No. 284, a Resolution of the City Council of the Town of Laos Altos Hills accepting improvements in Tract /,3698, was presented and read -in its entirety by the City Attorney. Krakaur - Deleted from the Agenda. 5. Bernard S. Aarons - Request for Building Permit pending Building Site Approval. The City kttorney ruled this request is in direct violation to Ordinance No. 99 and there is no provision for exceptional cases. However, a site preparation permit could be issued and the Tentative and Final Map approved the same evening if improvements can be anticipated. CTION: That the request of Bernard S. Riley. ice) The City Manager read the recommendations and Check List of the Planning Commission, noting the additional conditions. -5- 'DIVISIONS OF L,SND: Sh,arff (Cont'd.): The City Manager pointed out the garage is in direct violation r' of the setback requirements, however,. Mr. F1oyd,ofRiley and Floyd, said the garage would be removed or the lot line moved. ACTION: That the Tentative Map of Lands of Albert and Mary Sharff be approved, subject to the conditions of the Check List, with non -access along Furissima Road. MOTION: Henley; SECOND: Bowler Mss. '.dm. C. Bogane, of Purissima Road, was of the opinion that this wouldbe the last opportunity to have the existing adjoining private road paved and that all the owners of the surrounding properties should have been contacted, at least to see if the costs were feasible. Mrs. Bogane felt esthetics were the prime factor. It was the opinion of the Council that this was a matter of concern to the people in the area and even if the map were approved, a solution could be reached at any time thereafter, assuming the property owners were unanimous. The Question was called. VOTE: Passed unanimously. 2. Gladys Whitcomb (286-64) 3 lots. Engr. S. W. Riley. The. City Manager read the recommendations of the Planning Commission and Check List. 1.CTION: That. the Tentative Map of Gladys _"..
