ORDINANCES: Ordinance No. 111 (Parade Control) Cont'd.: <br />ACTION: <br />That Ordinance No. 111 be adopted as read. <br />MOTION:. Clayton; SECOND: Aiken <br />Councilman Bowler referred to "Section 4, Issuance of Permits,. <br />(a) the conduct of such parade will not substantially.interrupt <br />the safe and orderly movements of other traffic contiguous to <br />its roads;". Since .the City Manager is authorized to issue the <br />parade permits when certain conditions exist, Councilman Bowler <br />questioned whether it might be advisable to adopt apolicy <br />resolution to provide guidance to the City Manager on what might <br />be a reasonable length of service interruption. <br />The City Attorney agreed that any guidance to the administration <br />would be helpful and could be done by resolution, however, he <br />felt that this. typeof language would be upheld and that the <br />wording "substantial interruption" is adequately specific. <br />The Question was called: <br />ROLL CALL: AYES: Aiken, Bowler, Clayton, Mayor Henley <br />NOES: None <br />ABSENT: Fowle <br />2.
