411 <br /> 2 . Although it is recognized that one function of land- <br /> scaping is to please the people on whose property the landscaping <br /> exists, concerning this function, which is a matter of individual <br /> taste, the Town should not assume responsibility. <br /> 3 . Another major function of landscaping is to protect <br /> the environment, visual as well as natural. In regard to this <br /> function, the Town has the responsibility, according to the General <br /> Plan, to require planting and/or replanting, where necessary, to <br /> maintain soil stability, to prevent erosion, to abate unnatural <br /> noise, to protect wildlife habitat, and to retain aesthetic quality. <br /> 4 . The retention of aesthetic quality for the public at <br /> large is a function of landscaping in which the Town should play <br /> an active role. For the benefit of its citizens, the Town should <br /> protect the scenic views and seek to mitigate the effects of large, <br /> unnatural, or unsightly structures and graded banks . <br /> 5. The following guidelines are approved to provide guidance <br /> to persons presenting plans for new structures or grading plans to <br /> the Site Development Committee, or persons submitting proposed sub- <br /> division maps to the Subdivision Committee, respectively, namely: <br /> (a) The Town should require only the minimum number of <br /> plants necessary to achieve the functions mentioned above. <br /> A bond shall be posted to ensure that minimum screening <br /> and landscaping requirements are installed and maintained. <br /> (b) The Town 's primary interest in landscaping concerns <br /> the impact on the views from off the site.
