thereunder and including Special Land Use Permit (if required) under Ordinance No. 292, as amended by Ordinance Nos. 295 and 300, but who has not applied for a building permit shall be en- titled to apply for and receive a building permit provided that the building permit is issued not later than January 2, 1987. SECTION 3. URGENCY AND EFFECTIVE DATE. This Ordinance is an Urgency Ordinance and is for the immedi- ate preservation of the public peace, health and general welfare. The facts constituting the urgency consist of the following: The City of the Town of Los Altos Hills has adopted a revised and amended Zoning Law. The effective date of the new Ordinance, namely October 3, 1986, will not allow property owners who have applied for and received all necessary permits, except for a build- ing permit, to apply for and receive a building permit prior to October 3, 1986, under the provisions of the existing Zoning Law. Because none of these property owners will be able to apply for and actually obtain a building permit prior to October 3, 1986, they face the only alternative of filing new applications and be- ginning the obtaining of necessary permits under the revised pro- visions of the Zoning Law. Because it appears equitable to the Council that each of these property owners be given an opportunity to apply for and receive a building permit prior to January 2, 1987, it is necessary to memorialize this authority to issue building permits in an Ordinance adopted and effective prior to October 3, 1986. This Ordinance takes effect immediately. SECTION 4. POSTING. This Ordinance shall be posted within the City of the Town of Los Altos Hills in three (3) public places. -2-
