• • <br /> RESOLUTION NO. 1090 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF THE TOWN OF LOS ALTOS <br /> HILLS CONCERNING THE EFFECTIVE OPERATION OF THE SANTA CLARA COUNTY <br /> TRANSPORTATION AGENCY. <br /> WHEREAS, on December 7, 1977, the City Council of the City of the Town of <br /> Los Altos Hills adopted this Resolution relating to the effective operation of the <br /> Santa Clara County Transportation Agency, and <br /> WHEREAS, the City Council is desirous of having their tax monies used in <br /> a cost effective manner for public transportation, and <br /> WHEREAS, the transportation system of Santa Clara County is not now pro- <br /> viding adequate cost effective service to its citizens, and <br /> WHEREAS, the transportation system of Santa Clara County has a record of <br /> frequent breakdowns causing missed and delayed schedules, and <br /> WHEREAS, the newly purchased buses have an abnormally high breakdown rate, <br /> and <br /> WHEREAS, the District is incurring enormous capital costs for questionable <br /> facilities (propane fueling) of marginal or no real return to the taxpayers, and <br /> WHEREAS, the District is experiencing very high maintenance costs on the <br /> overall system, and <br /> WHEREAS, the District appears to have a policy encouraging experimentation, <br /> and <br /> WHEREAS, other local systems, such as Samtrans and AC Transit appear to <br /> have established effective operating systems.- <br /> i ___ BE IT THEREFORE RESOLVED, that the City Council of the City of the Town of <br /> Los Altos Hills does hereby request that the Santa Clara Transit Board cause an <br /> independent audit be made by technical experts in the field of automotive equip- <br /> ment maintenance and also be charged with the responsibility of reviewingthe <br /> 9 P Y <br /> District's corrective and preventive maintenance procedures. Notice should be <br /> taken of management qualifications and effectiveness, training programs, safety <br /> programs, spare parts policies, scheduling and, that the Board shall engage out- <br /> side expertise in the field of equipment reliability and availability specifica- <br /> tions for capital equipment purchases. <br />
