:F 'i <br /> • 411 <br /> RESOLUTION NO. 1083 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF THE TOWN OF LOS ALTOS <br /> HILLS REQUESTING THAT THE GOVERNOR OF THE STATE OF CALIFORNIA CALL A <br /> SPECIAL SESSION OF THE LEGISLATURE FOR THE PURPOSE OF PROPERTY TAX <br /> REFORM <br /> RESOLVED, by the City Council of the City of the Town of Los Altos Hills, <br /> County of Santa Clara, State of California, that <br /> WHEREAS, that 60% or more of current property tax system revenues are used <br /> for public education, and <br /> WHEREAS, more than 10% of these tax revenues go to social welfare and <br /> health care programs, and <br /> WHEREAS, due to Supreme Court decisions regarding distribution of educa- <br /> tional funds, these funds are no longer a local matter, but are now a statewide <br /> matter, and <br /> WHEREAS, other court interpretations, federal government policies and the <br /> current population mobility make education, welfare and health care assistance <br /> intertransferable federal and statewide matters and not local matters, and <br /> WHEREAS, the property tax system is inequitable and highly subject to <br /> local real estate market fluctuations, and. <br /> WHEREAS, this inequity brings undue hardships, including actual and virtual <br /> eviction on those least able to afford it, and <br /> WHEREAS, the property tax system is economically repressive and tends to <br /> restrict and deny opportunity to members of society most in need of :opportunity <br /> and encouragement, and <br /> WHEREAS, the State of California has a current budget surplus of approxi- <br /> mately $2.5 billion. <br />
