V <br />this ordinance is for any reason held to be unconstitutional <br />or invalid, said decision shall not effect the validity of <br />the remaining portions of this Ordinance. This Council <br />hereby declares that it would have passed this Ordinance and <br />each Section, sentence, clause and phrase thereof irrespective <br />of the fact that any one or some other section, sentence, clause, <br />or phrases be declared unconstitutional or invalid. <br />SECTION 11. Every electrical and telephone service <br />lead-in, constructed or placed subsequent to the effective <br />date hereof, shall be constructed and placed under ground so <br />that no portion thereof remains above ground at any place <br />between the street or easement line supply and the structure <br />which it serves. <br />SECTION 12. The requirements of the foregoing Section 11 <br />shall not apply to installations of the following types: <br />a. Where the installation consists of the addition <br />of a wire or wires to an already existing utility lead-in. <br />b. Where as to the particular installation all of <br />the following criteria are met: <br />1. The service lead-in shall approach the <br />structure served from the rear or side lot lines, as opposed <br />to the area of customary ingress and egress to and from the <br />structure. <br />installation. <br />2.
