`O V' <br />regulatory provisions of the Vehicle Code of the State of <br />California), unless such motorcycle, motor driven cycle, or <br />motor vehicle is duly registered with the Department of Motor <br />Vehicles of the State of California pursuant to the provisions <br />of the California Vehicle Code, and evidence of such regis- <br />tration is displayed pursuant to the provisions of said <br />Vehicle Code applicable to public highways. <br />SECTION 3. Nuisances. Each violation of this Ordinance <br />shall constitute a public nuisance and be subject to abate- <br />ment as such. <br />SECTION 4. Penalties for Violation. Every person who <br />violates this Ordinance or suffers it to be violated shall <br />be guilty of a misdemeanor and shall be punishable by a fine <br />of not to exceed $500.00 or by imprisonment in the County Jail <br />for not to exceed six (6) months or by both such fine and <br />imprisonment. <br />SECTION 5. Severability. If any section, subsection, <br />paragraph, sentence, clause or phrase of this ordinance is for <br />any reason held to be unconstitutional or invalid, such decision <br />shall not affect the validity of the remaining portion of this <br />ordinance. The Council of the Town of Los Altos Hills hereby <br />declares that it would have passed this ordinance and each <br />section, subsection, paragraph, sentence, clause and phrase <br />thereof irrespective of the fact that any one or more sections, <br />subsections, paragraphs, sentences, clauses or phrases be <br />declared unconstitutional or invalid. <br />SECTION 6. Urgency Measure. The City Council of the Town <br />of Los Altos Hills hereby finds and determines that an emergency <br />exists within said. Town due to the hazards to life, limb and <br />property created by the operation on private property of un- <br />licensed vehicles, and of vehicles by unlicensed drivers, and <br />LADO RIO R FAMA.T -3- <br />
