`O V' regulatory provisions of the Vehicle Code of the State of California), unless such motorcycle, motor driven cycle, or motor vehicle is duly registered with the Department of Motor Vehicles of the State of California pursuant to the provisions of the California Vehicle Code, and evidence of such regis- tration is displayed pursuant to the provisions of said Vehicle Code applicable to public highways. SECTION 3. Nuisances. Each violation of this Ordinance shall constitute a public nuisance and be subject to abate- ment as such. SECTION 4. Penalties for Violation. Every person who violates this Ordinance or suffers it to be violated shall be guilty of a misdemeanor and shall be punishable by a fine of not to exceed $500.00 or by imprisonment in the County Jail for not to exceed six (6) months or by both such fine and imprisonment. SECTION 5. Severability. If any section, subsection, paragraph, sentence, clause or phrase of this ordinance is for any reason held to be unconstitutional or invalid, such decision shall not affect the validity of the remaining portion of this ordinance. The Council of the Town of Los Altos Hills hereby declares that it would have passed this ordinance and each section, subsection, paragraph, sentence, clause and phrase thereof irrespective of the fact that any one or more sections, subsections, paragraphs, sentences, clauses or phrases be declared unconstitutional or invalid. SECTION 6. Urgency Measure. The City Council of the Town of Los Altos Hills hereby finds and determines that an emergency exists within said.
