the work proposed is in conformance with the requirements <br />of this Chapter, and the Town Standards adopted and in <br />effect at the time of issuance, the Health Officer shall <br />issue the septic tank and leach field permit. The permit, <br />as issued by the Health Officer, shall be in full force <br />and effect for a period of one (1) year from the date <br />of issuance of the permit. If the septic tank and the <br />leach field have not been completed within the one (1) <br />year period from the date of issuance, the permit shall <br />become null and void and a new application shall be filed. <br />The issuance of a new permit shall be in conformance with <br />both the requirements of the provisions of this Chapter <br />and the Town Standards adopted and in effect at the time <br />of issuance of the new permit. <br />If it is determined by the Health Officer that the <br />parcel of land set forth in the application does not con- <br />form to the requirements of this Chapter or Town Standards <br />adopted and in effect at the time of filing of the applica- <br />tion, the Health Officer shall not issue the permit. Any <br />person may appeal the finding of the Health Officer to <br />the City Council in accordance with Section 6-4.125 of <br />this Chapter. The Council, upon the conclusion of the <br />public hearing, shall either sustain the findings and <br />determination of the Health Officer, or shall grant a <br />variance to the provisions of this Chapter and the Town <br />Standards." <br />9WM <br />
