use of the street or highway or any portion thereof isauthorized for a purpose other than the normal flow of traffic or where the use of the street or highway or any portion thereof is necessary for the movement of equipment, articles or structures of unusual size, end the perking of such vehicle would prohibit or interfere .,ith such use or movement; provided that signs giving notice that such vehicle may be removed are erected or Placed at least twenty-four (24) hours prior to the removal. ARTICLE IV TF, FFIC CONTROL DEVICES SECTION 4. ,^.uthority to install Traffic Control Devices. (,) The Police Chief shall have the power and duty to place and maintain or cause to be placed and maintained official traffic control devices when and as required to make effective the rrovisions of this ordin:<nce. (B) Vhenever the Vehicle Code requires for the effectiveness of any provision thereof that traffic control divices 'De installed to give notice to the public of the application of such law the Police Chief is hereby authorized to install or cause to 1,c installed the necessary devices subject to any -limitations or restrictions set forth in the law applicable thereto. (C) TheL'olice Chief may also place and maintain or cause to be placed and maintained succi additional traffic control devices as he may deem necessary or proper to regulate traffic or to guide or warn traffic, but he shall make such determination only upon the basis of traffic en- gineering principals and traffic investigations r-.nd in accordance with such standards, limitations, andrules, and at such locations .:,.s may be set forth in this ordinance or as may be determined by ordinance or reso- lution of the Council. SECTION 4.1. Traffic Control :signs Required for Enforcement Purposes. No provision of the Vehicle Code or of this ordinance for which signs are required shall be enforced against an alleged violator unless appropriate signs are in place and are sufficiently legible to be seen by an ordinarily observant person, giving notice of such provisions of the traffic laws. -6-
