RESOLUTION NO. 2 0-10 RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS APPROVING A MEMORANDUM OF UNDERSTANDING BETWEEN THE TOWN OF LOS ALTOS HILLS AND THE LOS ALTOS HILLS EMERGENCY GROUP AND AUTHORIZING THE MAYOR TO EXECUTE THE MEMORANDUM OF UNDERSTANDING ON BEHALF OF THE TOWN WHEREAS, the Town of Los Altos Hills ("Town") is dedicated to providing its citizens with quality public safety services, and in an effort to address issues concerning communications during emergencies,the Town has formed the Los Altos Hills Emergency Communications Committee ("ECC"); and WHEREAS,the Town owns a radio repeater located at the La Cresta water tank site, and the radio repeater is used to relay low power amateur radio signals throughout the Town; and WHEREAS,Federal Communications Commission("FCC")regulations prohibit the Town as a local government entity from holding the station license which is necessary to operate on amateur radio frequencies; and WHEREAS, during times of emergency, amateur radio is often used as a means of communication when wireline, cell phones and other traditional means of communications fail; and WHEREAS, the Los Altos Hills Emergency Group ("LAHEG") is a private amateur radio club formed in 1999 and has operated the Town's repeater under an FCC license and call sign"W6LAH"but with no formal agreement with the Town; and WHEREAS,the Town desires to enter into a formal agreement with LAHEG to operate the Town's repeater system under terms specified by the attached Memorandum of Understanding ("MOU"); and WHEREAS, the ECC has reviewed and unanimously recommended approval of the MOU at its meeting on March 16, 2010. NOW,THEREFORE,the City Council of the Town of Los.Altos Hills does RESOLVE as follows: 1. That the Town hereby approves the MOU, a copy of which is attached hereto as Exhibit A; and 2. That the Town hereby authorizes the Mayor to execute the MOU on behalf of the Town.
