RESOLUTION NO. 2 0-10 <br /> RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS <br /> ALTOS HILLS APPROVING A MEMORANDUM OF UNDERSTANDING <br /> BETWEEN THE TOWN OF LOS ALTOS HILLS AND THE LOS ALTOS <br /> HILLS EMERGENCY GROUP AND AUTHORIZING THE MAYOR TO <br /> EXECUTE THE MEMORANDUM OF UNDERSTANDING <br /> ON BEHALF OF THE TOWN <br /> WHEREAS, the Town of Los Altos Hills ("Town") is dedicated to providing its citizens <br /> with quality public safety services, and in an effort to address issues concerning communications <br /> during emergencies,the Town has formed the Los Altos Hills Emergency Communications <br /> Committee ("ECC"); and <br /> WHEREAS,the Town owns a radio repeater located at the La Cresta water tank site, and <br /> the radio repeater is used to relay low power amateur radio signals throughout the Town; and <br /> WHEREAS,Federal Communications Commission("FCC")regulations prohibit the <br /> Town as a local government entity from holding the station license which is necessary to operate <br /> on amateur radio frequencies; and <br /> WHEREAS, during times of emergency, amateur radio is often used as a means of <br /> communication when wireline, cell phones and other traditional means of communications fail; <br /> and <br /> WHEREAS, the Los Altos Hills Emergency Group ("LAHEG") is a private amateur <br /> radio club formed in 1999 and has operated the Town's repeater under an FCC license and call <br /> sign"W6LAH"but with no formal agreement with the Town; and <br /> WHEREAS,the Town desires to enter into a formal agreement with LAHEG to operate <br /> the Town's repeater system under terms specified by the attached Memorandum of <br /> Understanding ("MOU"); and <br /> WHEREAS, the ECC has reviewed and unanimously recommended approval of the <br /> MOU at its meeting on March 16, 2010. <br /> NOW,THEREFORE,the City Council of the Town of Los.Altos Hills does <br /> RESOLVE as follows: <br /> 1. That the Town hereby approves the MOU, a copy of which is attached hereto as <br /> Exhibit A; and <br /> 2. That the Town hereby authorizes the Mayor to execute the MOU on behalf of the <br /> Town. <br />
