RESOLUTION # 787 RESOLUTION OF THE CITY COUNCIL CITY OF THE TOWN OFiL-OS:ALTOS HILLS APPROVING THE APPLICATION FOR 1974 STATE GRANT FUNDS BYRNE PRESERVE:g3ROJECT WHEREAS, the people of the State of California have enacted the "State Beach, Park, Recreational, and Historical Facilities Bond Act of 1974 which provides funds to the State of California and its political subdivisions for acquiring lands and developing facilities for public outdoor recreation and historical purposes; and WHEREAS, the State Department of Parks and Recreation has been delegated the responsibility for the administration of the program within the State, setting up necessary procedures governing application by local agencies under the program; and WHEREAS, said procedures established by the State Department of Parks and Recreation require the applicant to certify by resolution the approval of applica- tions prior to submission of said applications to the State; and WHEREAS, said applications contain assurances that the applicant must comply with; and WHEREAS, said procedures further require the applicant to possess an adopted plan showing parks and recreation landsand facilities, existing and proposed; and WHEREAS, the City's General Plan was first adopted by the City Council on January 2, 1974; and WHEREAS, the proposed Byrne Preserve project appears on the City's plan, is consistent with the California Outdoor Recreation Resources Plan and is in confor- mity with the State Environmental Goals and Policy Report; and WHEREAS, the project must be compatible with the land use plans of those jurisdictions immediately surrounding the project; NOW, THERFORE, BE IT RESOLVED that the City Council hereby: 1. Approves the filing of an application for 1974 State Grant assistance; and 2. Certifies that said agency understands the assurances in the application; and 3. Certifies that said agency has or will have sufficient funds to operate and maintain the project; and 4. Certifies that;saId:-:agency meets the planning requirements and that the project is compatible with the land use plans of those jurisdictions immediately sur- rounding the project; and 5. Appoints the City Manager as agent of the City to conduct all negotiations, execute and submit all documents including but not limited to applications , agreements, amendments, payment requests, and so on whichmaybe necessary for the completion of the aforementioned project. I HEREBY CERTIFY that the foregoing Resolution was passed and adopted at a regular meeting of the City Council of the Town of Loa Altos Hills held on the 3rd of July , 1974. ATTE 5 ��' City Clerk
