S • <br /> RESOLUTION NO. 702 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS <br /> URGING DESIGNATION OF THE BAY AREA SEWAGE SERVICES AGENCY AS <br /> THE AREAWIDE PLANNING AGENCY FOR THE SAN FRANCISCO BAY AREA. <br /> WHEREAS, 1972 amendments to the Federal Water Pollution Control Act <br /> (Public Law 92500) provide that the Governor shall identify each area in <br /> the State which has substantial water quality control problems and designate <br /> a single representative organization within that area to develop an effective <br /> areawide waste treatment management plan for such area; and <br /> WHEREAS, the Legislature of the State...of California has determined, as <br /> a result of the San Francisco Bay-Delta Study of 1969 that a serious water <br /> quality control problem does exist in the nine-county San Francisco Bay Area; <br /> and <br /> WHEREAS, the Legislature, in 1971 , created the Bay Area Sewage Services <br /> Agency (BASSA) by adopting Division 9, Sections 16000 to 16832 of the Califor- <br /> nia Water Code; and <br /> WHEREAS, BASSA is mandated by the Legislature to develop and adopt a <br /> regional water quality management plan for the San Francisco Bay region by <br /> January 1 , 1974, and such plan must "satisfy the basic concepts of the water <br /> quality and water reclamation elements of any metropolitan or regional plan <br /> adopted by the areawide agency designated by the Federal or State Government to <br /> prepare such a plan"; and <br /> WHEREAS, BASSA has been given the authority to implement its regional water <br /> quality management plan by exercising veto power over the plans of local and <br /> subregional agencies which do not conform with regional plan, and also by <br /> acquiring, constructing and operating water agencies either requests such action <br /> or is unable or unwilling to implement the regional plan; and <br /> WHEREAS, BASSA is governed by a 21-member board of trustees composed of <br /> elected officials from counties, cities and special districts operating water <br /> quality control facilities, with the trustees being appointed on a proportional <br /> basis from the nine Bay Area counties; and <br /> WHEREAS, BASSA is now an operating entity, has recently appointed a general <br /> manager, and is proceeding with the preparation of a regional water quality <br /> management plan; and <br /> WHEREAS, designation of BASSA as the waste treatment management planning <br /> agency for the Bay Area will reinforce the legislative mandate, prevent wasteful <br /> duplication of planning in this field, stimulate and make possible maximum <br /> input into regional water quality management planning by local agencies in the <br /> water pollution control field, and provide for the optimum in continuity between <br /> planning and implementation; <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of the Town of Los <br /> Altos Hills urges the Governor of California to take immediate action under the <br /> 1972 amendments to the Federal Water Pollution Control Act and name the Bay Area <br /> Sewage Servicesl:Agency as the areawide planning agency in the water quality <br /> control field for the San Francisco Bay region; and <br /> BE IT FURTHER RESOLVED that copies of this resolution be transmitted to the <br />
