_ <br /> • <br /> RESOLUTION NO. 64+7 <br /> A RESOLUTION OF THE TOWN OF LOS ALTOS HILLS COMMENDING STATE <br /> SENATOR CLARK L. BRADLEY FOR HIS OPPOSITION TO ASSEMBLY' BILL 1057. <br /> WHEREAS, Assembly Bill 1057 (Knox) ,. designed to. create 'a "Conservation and <br /> Development Agency of San Francisco Bay Area", was defeated- in the' State. Senate on <br /> November 16, 1971 and is now dead, and <br /> . WHEREAS, passage of AB 1057 would hate contributed to the' continuing erosion <br /> of the representative powers of local government by the' placement of other than duly • ' <br /> elected Mayors, Councilmen. and Supervisors within its. legislative body, and <br /> WHEREASa;. .a new layer of super government, remote from its constituency,- and <br /> lacking complete public visibility and local responsiveness' would diminish the autonomy <br /> of local government and deprive local citizens of the tax protection to which they are <br /> entitled, and <br /> • <br /> WHEREAS, AB 1057 would have perpetually placed in jeopardy, if not destroyed, <br /> the autonomous prerogative of muni.cipaliti,es'..to. determine their own. land use, and <br /> zoning, and <br /> • <br /> WHEREAS, local government, if given the' resources' and'the' authority, can • <br /> meet most' of, the' problems with which regional layers -purport .to. deal,- and <br /> WHEREAS, AB 1057 would have created, by•precedent, the pattern of general <br /> purpose regional government in California, <br /> • <br /> BE IT RESOLVFI), THEREFORE: <br /> • <br /> THAT THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS DOES HEREBY COMMEND STATE • <br /> SENATOR CLARK L. ' BRADLEY FOR HIS TIRELESS EFFORTS.
